Overview of Regulations 648/05 & 1875/06 The Community Customs Code and the relevant Implementing Provisions provide for measures that: • Requires trade to provide Customs authorities with information on goods prior to arrival and exit from the European Union (Implemented: 1 JAN 2011) • Customs must carry out safety & security assessments at the EU 1st point of entry for (import, transshipment & FROB containers), as well as at the offices of export and exit for exports • Creates uniform community risk-selection criteria for Security and Safety Risk Analysis based controls (Adopted: APR 2009) • Recognizes the AEO concept, providing reliable traders with trade facilitation measures (Implemented: 1 JAN 2008) • Utilizes the Community Customs Risk Management Framework (CRMF)

  4. How does the Megaports Initiative Fit In? • How do Customs agencies currently use RPMs & NII (X-ray) equipment in conjunction with these new requirements? • What are the impacts on inspection time, costs, etc.? • Other Concerns/Questions

Megaports CAS stored details: • Container Number • Alarm profile & daily files • Max Gamma • Max Neutron • Alarm disposition and comments for NORM/real alarms • Secondary inspection results/files Outside of Megaports: • Vessel Routing/Origin/Destination • Commodity Codes • Shipment Details • What data is relevant to the 1st point of entry to determine where controls should take place? • Would receiving confirmation/details that a container has undergone a radiation scan at another port impact Customs’ risk-profiling?
