Nunatsiavut • Located at the northern tip of the Province of Newfoundland and Labrador, on Canada’s East coast. • Covers a geographically diverse area of approximately 72,000km2 of land and 48,690km2 of sea. • Home to 7200 + Inuit and Kablunangajuit. 2
Service Delivery • Clients are assessed and their care is managed by a CHN. • The CHN determines the kind of care required and how much help is needed. • HSW’s visit the client to provide the care.
Services Provided by HSW’s • Home Management • Respite • Personal care
Challenges • Securing funding • Finding an instructor • Classroom based learning • Evaluations were primarily through written assessments • Staff turnover • Sustainability
Exploring our options • A lot of internal discussion about how best to meet the HSW training needs. • We needed a model that would be culturally appropriate, sustainable, and self paced so that it could be used as HSW’s are hired or needed additional training. • In 2009 a consultant was hired to do an environmental scan.
Results of Environmental Scan • No existing programs were identified that would meet our needs. • The province of NL has developed provincial standards for HSW education but currently there is no legislation that governs HSW’s. • Nunatsiavut DHSD decided to develop it’s own program which was made possible through Health Canada funding.
Vision Through this program all HSW’s who work in the HCCP will develop competencies to provide client centered care in a standardized manner. The education process will be culturally appropriate, specific to their learning needs, and designed so that individuals can work through the modules at their own pace.
Key Concepts • Client Centered Approach • Culturally Appropriate • Individualized • Standardized
Prerequisites • Employed as a HSW (casual or permanent part-time) • New untrained HSW or previously trained HSW who requires skill development in a specific area(s). • Current First Aid and CPR certification • Willingness to engage in the learning process
Certification • Level 1:HSW - Acquire the skills and knowledge required to perform HM and respite duties. • Level 2: Personal Care - Completion of level one and personal care modules. • Level 3: Performance of Nursing Tasks - Completion of levels 1 and 2

Program Evaluation • Feedback is collected from the HSW as they complete each module. • The facilitator is also asked to complete an evaluation form.
Program Pilot • The manuals were printed in the spring of 2011 and in July the program was piloted in HVGB for 6 months. • 4 HSW’s took part in the pilot which was facilitated by the HSPC.
Program Implementation • Program was rolled out • to all communities in March • 2012. • Home Care nurses from the 5 communities and HVGB attended a 2 day in-service. • Each of the modules and resources were reviewed.
