  3. floodplains 100YEARFLOODPLAIN 500YEARFLOODPLAIN CLCWADETENTIONFACILITYDRAINAGEAREA Floodingisaresultofstormwaterrun-off.Floodingincreases as development coversthegroundwithimpervioussurfaces andthegroundcannolongersoakuptherain. Overthelast 30 years, flooding has grown to be the number one issue fortheClearLakeCityarea.TSARP(TropicalStormAllison Recovery Project) study found that the “100 year” peak flowrateinHorsepenBayouwatershedincreasedby20%duringthe1980’s.Detentionisnowbecomingrecognizedas thebestmethodtocontrolfloodingalongtheUpperTexasGulf Coast. Previously, the favored practice had been to makedrainagewaterwayswider,deeperandstraighter.TheincreasingurbandevelopmentoftheUpperTexasGulfCoast hasmadethisapproachincreasinglyunaffordablebylocal jurisdictionsandunsupportablebylocalcommunities. ARMAND BAYOU HORSEPEN BAYOU CLCWA objectives include: 1) Preventing increased rainwaterrunoffduetonewdevelopment;and,2)reducingcurrentfloodingwherepossiblethrougheffectiveandprovenmethodssuchasdetention. Note: • Theuseof100-yearand500-year event termsare somewhatmisleading. Space Center Blvd El Camino Real • A100-year event equatesto13.5inchesof rain withina24hourperiod. ElDorado Blvd HWY3 • Therehavebeen7of these events since1976in CLC. In April2009, over 9inchesin2hourswasrecorded. BayAreaBlvd • A500-year event equatesto19inchesof rain within a24hourperiod. I-45 • Therehavebeen3ofthose events since1979. • MarkingsontheTSARPmaponlyshowthoseareas contiguoustoawaterwayanddoesnotinclude depressions(ponding)whicharenon-contiguous.   6. site vegetation / trees to preserve EXISTINGTREESTOPROTECT CLEARLAKEHIGHSCHOOL Basedonvisualsurveysperformedbytheplanningteam,the existing vegetation includes several tree species dominatedby oak, pine and tallow trees with understory planting of some variety. There are in excess of 700 trees on the 178acres. Acombinationoftheseveredroughtexperiencedin HoustonintheSummerof2011andtheinoperableirrigation system resulted in some tree loss. The proposed project improvements,oncecompleted,maypreserveupto42%of the existing mature and native trees especially along the outer edges. COMMUNITY INPUT HISTORY AND METHODS TheCLCWAembracedtheconceptearlyonofengagingthecommunityindevelopingideasforthemasterplanfortheproject.Althoughtheprimarypurposeoftheproject is flood damagereductionandwaterqualityimprovements,CLCWArecognizedtheimportantfunctionthepropertyhasservedandwillcontinuetoserveaspermanentopenspaceinthecommunity. TheCLCWAchallengedthecommunitytobothdeveloprecommendationsforrecreationalimprovementsfortheprojectaswellasmethodsandsourcesoffundstoimplementtheseimprovements.Thenarrativebelowdescribestheorganization andprocessoftheAdvisoryGroupfollowedbyitsrecommendations.ImplementationoftherecommendationsareincludedintheImplementationsection.
