Introduction The purpose of cost-benefit analysis (CBA) of relevant Motorways of the Sea (MoS) in the Adriatic region covering the European trans-national Adriatic maritime traffic flows is to: • consider existing situation at the relevant ports and terminals for proposed MoS • review existing development plans and strategies, • perform detailed cost-benefit analysis taking into account relevant data as well as micro, mezzo and macro business and social environment • analyse possibilities of achieving higher growth rates

The purpose is determined by values of parameters that characterize current condition at the relevant ports and terminals: • current and expected requirements of users in connection with gross turnover and planned traffic volumes; • strategic objective of the European regional development to bring the utilization rate of maritime transport capacities into optimum scope; • in line with reasonably expected requirements of users, to develop new capacities, and other significant relevant factors for development and strengthening of proposed MoS.

  4. 8 main Motorways of the Sea • The proposed new MoS corridors, as estimated and analysed in Deliverable 3.2, were determined mainly by the clusters they serve and then by the corresponding ports. • These proposed MoS corridors were estimated to both serve the excess of demand due to future growth in the decades to come as well as succeed a mode shift from the road transport after the establishment of the new maritime connections in the Adriatic Sea additional to the existing ones.

  17. Conclusions • Priority needs to overcome barriers and harmonisation of procedures analysis gives a clearer picture of what is necessary to enable sustainabilityof new services. • Without solving these bottlenecks, new services would not be able to achieve positive competitive advantage in comparison to the road transport. • MoS services are an excellent alternative to road transport because larger part of the route uses ecological and more socially acceptable mode of transport (sea and railway).

MoS system is on the other hand very complicated in terms of organization because it combines all modes of transport and on its way there are several transitions in ports and inland terminals (ship-road, ship-rail, and road-rail) • This fact can easily lead to a situation that the MoS services in relation to road transportation are unreliable, inflexible and more expensive • In order to avoid this, it is necessary to remove as much bottlenecks and missing links as possible

In previous analysis infrastructure and organizational elements that constitute barriers to functional maintenance of MoS services in all ports are identified • Based on the developed scenarios, for each of them barriers are summarized and a solution for their elimination is analysed. • In this study, where it was possible, costs of infrastructure and administrative intervention were evaluated. Since it is not possible to estimate all costs, the methodology of adjustment with the cost-benefit analysis that will assess the economic benefits of each scenario is applied.

  20. Ultimately, benefits from a scenario from CBA will provide a financial framework for planning the remaining costs of infrastructure investments.
