  5. SC Operating Rules • Anybody can vote, present, and make motions • Participation in SC during 802.11 WG Plenary or Interim counts towards 802.11 voting rights • All motions must pass by a 75% majority Rich Kennedy, MediaTek

Introduction [to become!] • Purpose • Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues • Scope • The group will review new regulatory changes or impending changes affecting 802.11 and 802.15 standards • Each meeting will focus on the most critical issue at the time • Critical Issue Focus • Direct impact on IEEE 802.11 and 802.15 current and future standards • Response/Input deadlines • Coordination with IEEE 802.18 (RR-TAG) • Coordination with the Wi-Fi Alliance • Outputs from this group must go through 802.18 Rich Kennedy, MediaTek

FNPRM FCC 14-49 • FCC issued FCC 14-49 • Citizen’s Broadband Radio Service (Part 96) • 3550 to 3650 MHz and 3650 to 3700 MHz • Three-tiered sharing approach (four?) • Licensed Access (Incumbents) • Priority Access (via PALs) • General Authorized Access • Contained Access Facilities • Additional considerations • 5-year FSS grandfathering (including new installations) • Dynamic allocation via Spectrum Access System (SAS) • Comment period closes July 14th • Reply Comment period closes August 1st • Should we provide Comments? FNPRM FCC 14-49 Concerns • GAA device registration with the database not practical for personal/portable devices • Only fixed devices, including those that may authorize personal/portable devices should be required to register • Registering all devices will flood a database with requests • Specific Contained Access User protection not necessary, and creates additional issues for GAA • Due to US pixel size, the protection zone for CAUs will be inordinately large, reducing spectrum efficiency of this effort • We should reject Commission suggestion that industry should coordinate agreements and protocols, including technical options and methods for managing spectrum access • This has been tried many times and has never succeeded Rich Kennedy, MediaTek

FNPRM FCC 14-49 Concerns [2] • Should not allow FSS earth station protection to upgrade their status • FSS earth stations will be granted 5 years of primary allocation protection even though today they are secondary • Some of the FSS sites listed are new, and should not fall under the grandfathering • Exclusion zone size should be controlled by database​ • For maximum spectrum efficiency, the database can do more to reduce exclusion zones • Current plan was based on exclusion zones designed to protect from much higher power devices • Setting power limit/distance from protected devices could create much more usable spectrum for GAA Rich Kennedy, MediaTek

FCC 14-50 R&O • Incentive auctions and 600 MHz band plan • Spectrum for unlicensed sharing • 11 MHz duplex gap • 6 MHz for TVWS (FCC plan: 40 mW personal/portable only) • 4 MHz for wireless microphones • Channel 37 (clear of WMTS and Radio Astronomy) • One 6 MHz channel in all locations (probably*) • True White Spaces *For engineering reasons, there may be a few areas with no spectrum available in the television bands for unlicensed devices and wireless microphones to share.
