Latest Developments • Current contacts with other EU funded projects: Contacts have been established with: • TRACECA Project Motorways of the Sea; • TRACECA Project Land Transport Safety and Security; Contacts on various project levels (TL, NCs, KEs) ensuring efficient implementation of measures in Turkmenistan. Latest Developments • NWG Aspects of sustainability; • SASEPOL National Working Group have been established and consist of five specialists of “The State Service of Maritime and River Lines” which has recently been reorganised; • Feasibility study and discussions of the situation with IMO conventions and Regulations acceptance defined different organizations with the status of ministries involved in the process which mostly affect to the Beneficiary; • To ensure the sustainability of NWG it will be necessary to extend the presentation of project purposes on the level of the Cabinet of Ministers and to organize more meetings with the National Coordinator of EU Technical Assistance projects in Turkmenistan and Cabinet of Ministers; • Number of meetings took place with Ministry and Turkmenbashi Port organizations (Harbor Master Office, Technical Department, State Inspectorate of Safety Navigation; information related to PSC, PWM, MARPOL and SOLAS Conventions implementation etc was retrieved; In association with Ramboll, Milieu & Tethys
Latest Developments • VIMSAS: • Maritime Administration of the State Service of Maritime and River Transport of Turkmenistan does have an auditing system but that doesn’t cover the audit for requirements of IMO. Several meeting have been organized by NC and STE to clarify the ideas of VIMSAS and to define the attitude of Maritime Administration to enter the scheme; • The idea of appointing an auditor for inner control on implementation of IMO conventions and Regulations is currently being considered; • Meetings with the Ministry if Finance and The State Service of Maritime and River Transport of Turkmenistan have been planned in October where the possibility of determination of formal position regarding VIMSAS will be provided. Latest Developments • Port State Control: • The STE Mr. Shanurov was mobilised and conducted his first activities and visits. Several meetings have been held with Maritime Administartion, PSC, VTS inspectors as well as commercial and planning departments of Turkmenbashi Port, transport college. The system of certification of Seafarers was examined and a meeting with Harbour Masters of the Port and Heads of related Departments were organised. • Visits of four international experts have been planned for October 2010 (including the TL); • There are no facilities to provide training course on VTS in Turkmenistan. SMRTT (The State Service of Maritime and River Transport of Turkmenistan) is negotiating with St. Petersburg Maritime Academy for course arrangements which also would include training of VTS; • Maritime Administration accepted the Training Plan elaborated under the SASEPOL project which will be helpful for improvement of Maritime Safety and Security System of Turkmenbashi port. Latest Developments • Port Waste Management • NC and STE have visited technical department and Port Fleet department and studied technical documentation available to define the existing port sewage system. The port has a sewage system constructed under TACIS development project, however, the Turkmenbashi Port still has some difficulties to accept certain kinds of waste; • Visits with the Caspian Eco Control and Sanitary organizations are planned for October; • The Turkmenbashi port fleet department agreed to consider the preparation of a Port Waste Management Plan, which shall describe the future ship waste handling system for Turkmenbashi Port. Mr. JP Ohlenschlager will visit Turkmenbashi port in October 2010. In association with Ramboll, Milieu & Tethys
Conclusions, Next Steps • Increased presence required; there is some positive momentum in Turkmenistan and this will be used to conduct visits by international experts; • Trainings Plan has been well received; • Discussions and definition of the list of regulating documents or typical reports to allow port organizations to cooperate with the local sewage treatment plants, within the IMO requirements.
