Abstract of BIOREFINERY EUROVIEW The BIOREFINERY EUROVIEW is designed to support European policy and to strengthen the European Research Area, in order to increase the competitiveness of European territorial systems in the biorefinery field. Objectives: • Studying existing or planned European biorefineries • Identifying socio-economic factors and regulatory aspects which improve or slow down the development of biorefineries • Building a range of forecasting scenarios for biorefinery development • Selecting the concepts and the operational policies for the future development of biorefineries

General definition: « Integrated bio-based industries, using a variety of different technologies to produce chemicals, biofuels, food and feed ingredients, biomaterials (including fibers) and power from biomass raw materials » by the Biorefinery Euroview Consortium What is biorefinery? Valorisation of the whole plant

  6. WP1: State of the art: existing biorefineries Objectives: • Identification, classification and mapping of existing EU biorefineries (resources, products, process) and of existing prospectives. • Review of non-European existing biorefineries.

WP1:Method & first results A questionnaire was sent to industries: Targets (industries, association, …): – Chemical – Sugar and starch – Biofuels and bioenergy (heat and power) – Paper and forest – Petroleum Type of data collected : • Feedstock, Processes, Market, Company size, Socio-economics topics Around 200 items in each questionnaire : 1. Bio-based/ biorefinery activities 2. Evaluation of biorefinery concepts 3. Barriers/future of biorefineryconcepts 4. Socio-economic aspects Around 2200 contacts >>>> only 110 feedbacks

WP1: First results Evaluation of the biorefinery concepts → Overall positive evaluation Benefits: decreasing imports, regional economies, environmental issues, new markets Challenges: costs, technology and feedstock quality → Typical „early stage“ problems Barriers: mainly economic and market issues

WP1: First results Identified factors, which are necessary for accelerating the adoption of biorefinery concepts: • R&D and feedstock • Marketing and market aspects • Knowledge transfer • Skills and interest of the industry • Financing Neccessities for accelerating the adoption of biorefinery concepts → «a lot of work » is necessary in almost all identified fields

WP2: State of the art: socio-economic impacting factors Objectives: • Survey at national level of socio-economic factors among policy makers & various stakeholders (understanding/acceptance in policy community) • Benchmarking of policies and regulatory incentives impacting on biorefinery development in Europe (stimulation of research/innovation; coordination & coherence, EU legislative support to energy, agriculture,forestry, environment & health, market development) • Mapping and comparative analysis of policy strategies in non-European countries.

WP2: First results • Initial results indicate moderate to good understanding of biorefinery concepts: largely share the views of the scientific community → relative advantages of advances to 2nd generation biofuels and then onwards to biorefinery implementation • Biofuels debate is affecting the views of biorefineries • Perceptions of disparity in policy support for advanced bioenergy and biorefinery concepts at EU level versus national level. • Concern that feedstock production issues can damage biorefinery reputation and acceptance (genetically modified plants, food crop displacement, deforestation/biodiversity concerns in developing countries) • Mixed perceptions of support from industry: – agricultural product industries (starch/sugar) support biorefineries, – forestry/petrochemical industries support AND oppose.
