Louisiana SIEC Public Safety Interoperable Communications (PSIC) Grant • The SIEC approved the following priorities: • 700 MHz Infrastructure Expansion • Subscriber Units and Consoles • Emerging Technology
Louisiana SIEC Exercise Goals • Deployment of a GOHSEP RapidCOM to provide emergency restoration of voice and data to a designated Parish EOC. • Deployment of a GOHSEP RapidCOM to a designated Parish to provide voice capability and integration of multiple VHF/UHF/700MHz radio systems utilizing an ACU-1000. • Deployment of the GOHSEP and LSP Mobile Command Posts equipped with a WiMax Capability to a designated city to provide a wireless footprint utilizing the 4.9 GHz Spectrum. • Deployment of LANG Air National Guard ASOS teams to provide satellite communications to a Parish EOC. • Deployment of LANG ICE-S system. • Deployment of the State’s P25 Subscriber Unit Cache. • Deployment of one of the State’s Portable Radio Tower to provide restoration of a tower that is off-line.

Louisiana SIEC National Emergency Communications Plan • Released on 31 July 2008 • Established three goals for a minimum level of interoperable communications: • By 2010, 90% of all high-risk urban areas designated within the UASI can demonstrate response-level emergency communications within one hour for routine events involving multiple jurisdictions and agencies • By 2011, 75% of non-UASI jurisdictions can demonstrate response-level emergency communications within one hour for routine events involving multiple jurisdictions and agencies • By 2013, 75% of all jurisdictions can demonstrate response-level emergency communications within three hours of a significant event, as outlined in the departments national planning scenarios.

Louisiana SIEC P25 System Access Coordination • Statewide P25 700/800 MHz system access is open to all first responders. • Agency subscribers (radios) are required to be P25 compliant with ability to operate on both 700 and 800 MHz frequencies.

Louisiana SIEC Programming • Programming of radios shall be arranged by the user agencies • All radios shall be programmed with the system-wide common interoperable & coordination talk groups • Programming Advanced System Keys (ASK) will be purchased by requesting agencies • Request for another agency’s Talk groups must be accompanied by Letter of Approval from respective agency • No agency shall assign Talk group or Unit IDs • No agency shall program any Talk groups assigned to another agency without written consent

A variety of communication resources are available for immediate deployment in an emergency or major incident. These assets are available upon request by local and state agencies through Emergency Support Function (ESF) 2 Radio Caches Several caches of extra radios are maintained by DPSS to deploy in connection with a specific public safety response. SIEC (200) Portable Radios, Located in Baton Rouge at DPS Radio Communications SIE (135) Portable Radios, Located in Baton Rouge at GOHSEP LSP (144) Portable Radios, (15) per Troop Headquarters and the remaining at DPS Radio Communications Mobile Command Posts ESF 2 has three Mobile Command Posts. Though not all inclusive, these command posts are equipped with 700/800 MHz, VHF, UHF, aviation and HF radio communications systems, IP gateway devices, satellite communications, video teleconferencing, telephone and computer systems. These trailers are equipped with 700/800 MHz P25 trunked site, 800 MHz mutual aid repeaters, VHF/UHF mutual aid base stations, interoperability gateway and internet and Voice-Over IP access. Louisiana Interoperability Strategic Technology Reserve • Interoperable Communications Extension System (ICE_S) The Louisiana National Guard owns and maintains one ICE_S, a mobile tower with satellite backhaul and 100 cell phones provisioned to operate on that tower as well as commercial networks. ICE_S is one of 24 systems currently in operation with the Army and Air National Guard, Northern Command, and FEMA. These other systems are available to the LANG upon request in times of emergency. • LANG (1) • Rapid Restoration of Communications (RapidCom) This mobile trailer provides immediate on-site communications enhancement or supplementation to local governments when deployed from GOHSEP headquarters. There are three units available, each having the following capabilities: radio communications, satellite connectivity, voice over IP telephony, and wireless network and internet connectivity. • GOHSEP (3), Located in Baton Rouge • Satellite Trailer • LSP (1), Located in Baton Rouge • Mobile Data Center Trailer The data trailer contains servers to support phone & data stations at a location that has lost assets. 70-VOIP telephones and 70 laptops. • GOHSEP (1), Located in Baton Rouge • Bridging Devices • Located statewide to connect non state systems to the statewide system for emergency events
