Characteristics of rioters: what do we know? Of the 1,715 people brought before the courts as of 12 September 2011… • 90% male, 10% female • 21% aged 10-17 (juveniles); 31% were aged 18-20. • 77% of adults and 55% of juveniles had a previous caution or conviction • 40% overall had more than 5 previous offences • 10% were either serving a community order or under license • Fewer juveniles in London and West Midlands than other regions
Riots & Gangs: the bigger picture • Gangs only made up minority of those actually taking part in the violence, but role was significant. Riots aside, gangs can have a disproportionately negative impact on their local area • Those who join the gangs are the product more often of broken families and dysfunctional upbringing. Gangs can then create no-go areas, making neighbourhood rejuvenation difficult • As products of and creators of social breakdown, their role is hugely influential • Deal with violent and criminal activity: but must tackle root cause • Enforcement, intervention, prevention
