Voluntary Transfer Process & Statewide Bid Process The Voluntary Transfer Process (VTP) and Statewide Bid Process (SWB) occur OUTSIDE the layoff process. They are a result of Side Letter Agreements and are not dictated by Layoff Rules and Regulations. VTP and SWB are available to improve your chance of retaining employment with the California Department of Corrections and Rehabilitation (CDCR).
Voluntary Transfer Process & Statewide Bid Process The Over/Under Report determines who will participate. Only classifications in an “overage” (by County) will participate.

Voluntary Transfer Process & Statewide Bid Process You must return your worksheet 10 days after the date on your letter. There is no guarantee that your participation will result in you not being impacted later in the layoff process.
Voluntary Transfer Process & Statewide Bid Process You must opt IN or OUT of the process (indicated on the worksheet). Make your decision based on the resources that have been made available to you on the Layoff Resources web page, as well as your personal circumstances.

Voluntary Transfer Process & Statewide Bid Process If you choose to participate in the process and are awarded a position, your transfer is binding and irrevocable. Not reporting to your new work location could result in an AWOL Separation.
Voluntary Transfer Process & Statewide Bid Process You may be eligible to receive Per Diem and Administrative Time Off (ATO). Specific information about Per Diem and ATO, please read your letter and worksheet carefully.
Voluntary Transfer Process & Statewide Bid Process Non-Peace Officer employees must report within 30 days in the Voluntary Transfer Process. Peace Officer employees must report within 14 days in the Statewide Bid Process. Report dates will be confirmed when you receive an award letter that shares the results of either process.
