Renewable energies in Europe. State of play. By 2010, targets to achieve 12% of renewable energy, (20% in 2020), 22% of green electricity and 5.75% of biofuels • Investment needed: € 443 Bn in RES infrastructure between 2001 and 2020. • Avoid fuel costs and negative environmental externalities. • Reduction of dependance in energy supply. • CO2 emissions savings. The target implies 95% of EU Kyoto commitment. • Employment opportunities. A glance to the future Our PPP model to disseminate
The overall aim of perspective is to reach a PPP MODEL to disseminate. We are strongly convinced that the network composed by regional ministries, regional agencies and social agents is able to reach the civil society by bringing the public and private sector together and create better value for money, according with the “guide mission” of the Public Authorities and supporting the private initiative. Perspective 2007-2013OUR PPP MODEL TO DISSEMINATE How to do it… • Creation of a dynamic and useful network between all the partners of the RFO PERSPECTIVE 2007-2013, in order to collaborate together in European Projects. • The Valencian Regional Delegationin collaboration with the Fundación Comunidad Valenciana have setup a methodology based on the identification of the common issues between the representatives of our regions to examined the open calls for tenders and to promote Public Private Partnership between us. • The Valencian Region participates in European projects as a way of increasing the collaboration and exchanging of best practices among the regions.
the Fundación Comunidad Valenciana-Región Europea considers PPP the main tool to promote and provide European services to social and economic bodies of our region. A precedent has already been settled in 1999 with the first policy on PPP to develop innovation projects on the frame of the urban management by means of the research of new technologies solutions: VALENCIA INNOVA, www.valenciainnova.info The Valencian’s Government has identified PPP as a priority and collaborates with the Foundation on the expenses: emplacement, infrastructures… 15% of the operational expenses are financed by the Valencian’s Government 85% other entities support: Intercitrus, IMPIVA, FEPORTS, Saving Banks Association, Feria Valencia, Feria de Alicante…

EUROPEAN PROJECTS NETWORKS According to the PPP STRATEGY, the Valencian Regional Delegation together with other regional offices decided to create the European Projects Network to link public and private sectors of the different regions. The Network is constituted by 7 regional representatives: Chamber of Commerce of Birmingham (West Midlands Region) Emilia – Romagna Regional Office ZDH (German Confederation of Skilled Craft and Small Businesses) Chamber of Commerce and handmade enterprises of the Czech Representation of Enterprises Foundation Comunidad Valenciana – Región Europea Houses of Dutch Provinces: Zeeland, Noord-Brabant y Limburg Camber of Commerce of Slovenia EPN represents a discussion forum for new ideas on European projects and policies and is also a tool to transmit information collected from European institutions Perspective 2007-2013OUR PPP MODEL TO DISSEMINATE
EUROPEAN PROJECTS NETWORKS The objective of the EPN is to create a useful and dynamic network. Consequently, we have set a methodology based on periodical meetings hosted by the different regional representatives, where the open calls for tenders will be examined In addition, the Valencian Regional Delegation has elaborated a table of open calls for proposals until June 2009 that will be updated periodically and that constitutes the foundations for the joint work. A database will be also developed in order to identify the potential partners
Some figures about the FCVRE commitment for the Society involvement THE MAIN GOAL IS TO INVOLVE THE VALENCIAN SOCIETY IN ORDER TO CONSTITUTE PARTNERSHIPS WITHIN EUROPE.
168 NEW CONSORTIA The Foundation promotes European projects and contributes to their success through an efficient interregional cooperation. Therefore the Foundation serves as a tool for the consortium: partner search, alert service, project adviser and specialist in project communication. In addition, the Foundation organizes Info Days in other European regions on how to participate in European Projects consortiums (Malta, Greece and Hungary). Since the Foundation has been created collaboration with European regions has increased: a total of 168 new consortia have been promoted. More than 46.9 millions € 23 projects have been approved with the work of the Foundation, which means 46.9 millions € of co-financed investment for innovation, sustainable development, training and competitiveness in the EU, and 23.1 millions € for the Region of Valencia. The Valencian Region has obtained 41% of the Spanish LIFE-Environmentallocated funds in 2004 and approximately 31% of the number of projects that have been approved in Spain in 2005. Conclusions: New regional strategic thinking. Many regions will decrease their share in structural funds, so the choice is innovation, research and competitiveness. Current schemes of interregional co-operation may foster efficient policies to promote renewable energies and sustainable development. Participation of the civil society through Public-Private Partnerships is a key issue to ensure the success of RES policies.
