Care Services Improvement Partnership – update on policy & practice Professor Jane Gilliard Health & Social Care Change Agent Team CSIP
What is CSIP? • Launched April 2005 • Richard Humphries, CEO • Brings together: - • - NIMHE - Change for Children • - CAT - ICN • - VPST - HSC in Criminal Justice • - CAMHS - ICES • Working towards cross-cutting themes
‘Everybody’s Business’1 • Older people’s mental health is everybody’s business • Improving mental health services for older people will improve their quality of life and help meet national targets and standards • Older people with mental health problems deserve person centred care
‘Everybody’s Business’2 • Older adults deserve age equality in the development of mental health services • Older people deserve holistic care in mainstream services • The complex needs of older people with mental health problems requires a whole systems approach to commissioning integrated services
Mental Capacity Act 1 • Start off by thinking that everyone can make their own decisions • Give the person all the support they can to help them make decisions • No-one should be stopped from making a decision just because someone else thinks it is wrong or bad • Anytime they do something or decide for someone who cannot make decisions about anything must be in their best interests - there is a checklist for this • When they do something or decide something for another person, you must try to limit their own freedom and rights as little as possible
Mental Capacity Act 2 • New Lasting Power of Attorney • New IMCA role • Decisions can be taken re: care and treatment as well as property & finance • Advance Decision • New Court of Protection • New Office of the Public Guardian
Partnerships for Older People Projects (POPPs) • Prevention services pilots • 19 successful bids • 4 are OPMH specific • Further 3 highlight OPMH as key area within their pilot • 3 feature ECH • Most reference telecare
Extra-care housing • Recognition of dementia from work-to-date • Recommendation to Minister re: 06-07 round • New bidding round for 07-08 • Guidance to be announced in New Year • www.changeagentteam.org.uk/housing
