15. Key questions How can we explain the new phenomenon of shifting wealth and how can it be measured? Is this likely to be a temporary phenomenon or does it have long-term/permanent features? What can policy makers in the newly rich countries do to a) use this wealth to improve the well-being of their citizens and b)contribute to world development? What can policy makers in developing countries do which are not benefitting directly from this shift and how can they remain in the game and benefit from it? How can the provision of global public goods be ensured against the background of shifting wealth and the move to a mutli-polar world?
