  4. these 8,128 shelters would be based on the Shelter Guidelines…

  5. CATEGORY A SHELTER NEEDS • A reassessment of Category A flood induced shelter needs was undertaken by between 15 July and 14 August 2014 by joint teams from national and international NGOs and UN agencies. • Re-Assessment Conducted: • In 32 district reassessment is complete. • In 16 districts assessments had sufficiently recent data and did not require reassessment. • 9 locations were inaccessible due to security concerns and were assumed to be unchanged from initial assessment.

  6. Summary of Findings: • In 11 districts the initial assessment had underestimated the number of Cat A • In 18 districts the initial assessment had overestimated the number of Cat A • In 18 districts there was no change between initial and reassessed numbers

  7. Summary by Provinces

  8. Summary by District

  9. We have 93 days in Sept, Oct and Nov hence 5,638/93 = 61 shelters/day. Note: We seem to have constructed 37 shelters to date and have funding for a further 904. 904/90 = 10 shelters/day.

  10. So what do we do?

  11. So what do we do? • Inaccessible: these are at least 674 being done by ARCS/IFRC. I need to meet to discuss. With ARCS/IFRC. • Prioritise: Altitude and size, maybe Cat 1+ • Make what we have go further: two room to a one room, economise on foundations, verify the heating requirements for shelter design (increased numbers by 25-30%) • NFI winter plan and stocks.

  12. So what do we do? • We probably want to omit latrines..... (add another 15%) • We need to foster host families (perhaps 10-15% of the gap number) • We need to focus on in field DRR (add 5%-10%)

  13. So what do we do?

  14. So what do we do?

  15. So what do we do? • We probably need to move to a location based rather than a resource based system • Carefully monitor the Cat 1 (5% reduction of gap number)

  16. So what do we do? • Encourage recycling and self community self reliance/resilience. • Carefully prioritise

  17. Best scenario........... • 904 funded • 25-30% increase • 15% increase • 5-10% increase 500 more funded under the current funding • 5,638 gap • -674 inaccessible • 10-15% reduction • 5% reduction 3,972 provisional gap

  18. Best scenario........... • 5,638 gap • -674 inaccessible • 10-15% reduction • 5% reduction 3,972 provisional gap • 904 funded • 25-30% increase • 15% increase • 5-10% increase 500 more shelters under the current funding 3,972-500= around a 3,500 GAP. We need more funding

  19. Relocation Groups from field reports: • 1) In the case of AbiBarrak, Argo district it is understood that a site for 700 shelters and associated infrastructure has been secured with a view to project completion by 30 November 2014 but neither allocation of land nor preparation of the site has begun. • 2) In the case of Aijil, Yawan district (95 Cat A) it is understood that land has been purchase by the authorities and allocation will start within a matter of days, by 17 August. • 3) In the case of Gawad, Balkhab (66 Cat A) district it is understood that CDCs have identified land for relocation but the process of transfer of ownership has not begun. • 4-6) No durable solutions are evident for 3 other groups in Ishkamish (212 Cat A), Pashtoonkot (13 Cat A) and Rostaq (118 Cat A)
