1.0 What is the Nigerian Vision 20:2020? • NV20:2020 is Nigeria's homegrown medium-term strategic development plan aimed at: • Re-positioning Nigeria among the top 20 economies of the world by year 2020 • Attaining a nominal GDP of not less than US$900 billion and a per capita GDP of not less than US$4,000 by 2020 • Achieving the MDG related targets by 2015 • Vision aimed at improving the wellbeing and quality of life of Nigerians: • People as the fundamental reason for growth
1.1 NV20:2020 & National Aspirations Macro-Economy: A sound, stable and globally competitive economy with a GDP of not less than $900 billion and a per capita income of not less than $4000 per annum Polity: Peaceful, harmonious and a stable polity Agriculture: A modern technologically enabled agricultural sector that fully exploits the vast agricultural resources of the country, ensures national food security and contributes to foreign exchange earnings National Aspirations Education: Modern and vibrant education system which provides the opportunity for maximum potential, adequate, and competent manpower Health: A health sector that supports and sustains life expectancy of not less than 70 years and reduces to the barest minimum the burden of infectious and other debilitating diseases Infrastructure: Adequate infrastructure services that support the full mobilisation of all economic sectors Manufacturing: A vibrant and globally competitive manufacturing sector that contributes significantly to GDP with a manufacturing value added of not less than 40% 4

2.2The Government’s Transformation Agenda (TA) as a Tool For Achieving NV20:2020 – Process & Progress • TA aimed at accelerating development, competitiveness and wealth creation • Subjected to extensive review by stakeholders • Mr. President’s Retreat with the Private Sector, May 2011 • Mr. President’s Retreat for Ministers, Advisers & Perm. Secs. in July 2011 • Guiding FGN annual budgets 2012-2015 • Blueprint currently being finalised • Comments & suggestion received from stakeholders are being incorporated • To be launched shortly
3.0 Creating an Enabling Environment for NV20:2020 & the Transformation Agenda - Critical Priorities • Accelerating investment in critical infrastructure • Investing in human capacity development • Deepening reforms in the public sector and delivery of social services • Fostering private sector powered non-oil growth & economic diversification • Fighting corruption • Addressing threats to national security • Fiscal discipline and decentralisation • Reducing the cost of governance • Reducing red tape and bureaucracy • Ensuring policy consistency, coherence & effective stakeholder consultation and coordination
4.0 Ensuring Accountability: Monitoring the NV20:2020 & the Transformation Agenda • Monitoring and Evaluation (M&E) Framework approved by FEC and NEC with National Planning Commission (NPC) as implementing and coordinating agency • M&E : an essential component for effective implementation of the NV20:2020 & the Transformation Agenda. It will: • engender evidence-based decision and policy making • track performance and allow for self correction • It will also enable: • Evidence-based decision and policy making • Mr. President to hold Ministers and CEOs responsible for achieving set targets, benchmarks and KPIs • Ministers and CEOs in turn to set targets for subsidiary staff • Ministers to track performance and report quarterly to FEC • Key Milestones: • First National M&E report completed and presented to FEC and the Public • Covers January to December 2010 • Specific Key Performance Indicators (KPIs) at the outcome level set against the target • Score card for each of the Federal MDAs • Sectoral targets/benchmarks against sectoral performance • National M&E Report to be produced by the NPC quarterly • Validation meeting with Federal MDAs and other Stakeholders on KPIs, August 2011 • The States to be brought on board in 2012 • Target to produce Annual Country Report from 2012
