Value and Benefits of E-Learning Four types of eLearning offer an opportunity to overcome current challenges by providing more accessible and cost-effective ways to deliver the training. Informal e-learning opportunities Self-paced opportunities Leader-led opportunities Performance support tools opportunities
Recommendations and Rationale • Dedicated team willing to invest a great deal of time, effort and resources • Developing champions of administrators, IT staff and trainers to create a positive and respectful planning group • Skilled facilitators provided with training and support • Accept there is an overall benefit: • convenience regarding time • place and cost • accurate records for later reference • access to current resources • more engaging way to communicate information • The trainers must be highlighted as vital members of the transition team
Key Issues for a Successful Transition • project management skills • hardware and software • contract precision • financial implications • a timeline for the conversion
Project management skills • project management skills development will be required for everyone involved • accomplished using a team of full-time employees from within the agency • specific training needs and requirements for the Pre-Service Training are clearly established by the agency and Treatment Foster Parent State Codes
Hardware and software • Gaps in knowledge regarding: • eLearning instructional design techniques • project management software and analysis techniques • training as it relates to teaching in the eLearning environment
Hardware and software • Foster Parent access: • computer the supporting software and the Internet. • local community centers, businesses and libraries • Planning for assignment deadlines to accommodate • Foster Parent skills: • online readiness strategies • support and connecting material to the goal of becoming licensed foster parent
Contract precision • A detailed contract is necessary and needs to include: • Benchmarks • how long it will take • estimated cost • Instructional systems design (ISD) model (Broadbent, 2002): • Scope the project • Analyze • Design • Develop • pilot test • Deliver • Evaluate • Maintain • Regularly reporting and meticulous record keeping
Contract precision • the difference between effort and duration • what effort and duration is needed • preparing a specific timeline • assessing the overall cost of implementing An increase in the number of licensed TFC foster homes and TFC children placements would increase revenue; moving PST online would also eliminate the cost of food and rental space. • Upfront costs: • staff training • transitioning classroom materials to the online environment • additional curriculum development. • Financial benefits of implementing online PST will ultimately be much greater than costs.
Summary • Implementing an e-learning approach in the TFC agency’s PST for FP aligns with the agency’s strategic goal to increase licensed TFC foster homes. • Considering the value and benefits of e-learning, recommendations and rationale, and advice on key issues necessary for a successful transition, e-learning should be adopted as a viable PST option. • Based on the claims put forth in this proposal, the current costs of face-to-face PST would be impeded so that the implementation of e-learning would more than pay for itself in the ability to educate and license more FP.
