What Is It? Realization of a new vision – “Electronic acquisition between federal agencies that features consistency in the business process, standardization in the data architecture, improved decision support information, and high quality financial data”
What Are The Goals? • Apply standards to an undisciplined process • Use technology to improve data management • Use technology to make information readily available • Provide a tool for reconciliation and elimination of intragovernmental transactions
Who Are The Driving Forces? • Director, OMB • Comptroller General, GAO • Secretary, Treasury • Deputy Director for Management, OMB • Managing Partner, Financial Management and Assurance, GAO • Fiscal Assistant Secretary, Treasury • House and Senate Oversight Committees
How Will We Get There? • Use Simplified Acquisition as model for the process • Define data standards to support acquisition life cycle, financial reporting, and elimination • Use BPN registration process to capture data on federal buyers and sellers • Reuse existing technology
Where Are We Now? • Business process rules and data standards issued on 10/4/02 • Initial BPN registration completed for all 24 major agencies and many small agencies • Systems being modified for prototype testing to start in Spring 03 • Prototype testing team assembled and meeting on regular schedule

What Will Happen Next? • Test concept with operational capability • Live mode on Oct 1, 2003, for certain agencies and successfully tested transactions • Continue to test in the prototype lab to expand number of agencies and types of transactions
