History of competitiveness cluster • 14/09/2004 :The French Government launch the « competitveness cluster » call for tenders • Defining a competitiveness cluster • Undertaking measures to improve their impact • funds for innovative research and developpement projects. • decreasing taxes on researchers salaries • 28/02/2005 : joint candidature of Champagne Ardenne and Picardie • June 2005 : creation of the « Industries & Agro Ressources » not for profit association (118 members including 50 companies) • 12/07/2005 : Approval of 66 competitiveness clusters : • 16 defined as world class clusters. • 30/08/2005: inauguration of the French IAR Cluster by the french government President. What is a competitiveness’ cluster A tight partnership within a defined geographic area of enterprises, research centers and trains organizations and in our case: agriculture A network of private-public, private-private and public-public partnerships committed to the creation of synergies around common innovative projects, A research network, which aims to reach the critical mass for international visibility. Objectives • To increase companies competitiveness through innovation, R&D • To develop of new outlets for agriculture (non –food used crops / biorefinery) for anticipating forthcoming agricultural mutations • To replace oil productsby biobased products,with respect to the sustainable development • To develop the attractiveness of the Champagne-Ardenne and Picardy regional territories

The two Regions Picardie and Champagne-Ardenne develops research • To promote the public research potential and contracts with the companies (skills, know-how, tools) • To develop transfers between laboratories an small and medium sized companies • To support the private research by encouraging the companies to use the public tools to finance research and innovation • To stimulate the creation of innovative companies by the means of incubators and the companies spin off
