What’s New in the NRF? The second edition of the National Response Framework (NRF) came out in 2013: • Highlights the capabilities necessary to save lives, protect property and the environment, and meet basic human needs after an incident. • Incorporates a focus on whole community and core capabilities. • Provides context for how the whole community works together. • Facilitates coordination with other Frameworks. 2
Changes in the NRF • Modified structure consistent with other National Planning Frameworks. • Incorporates “Whole Community” term and concept. • Recognizes Families, Individuals, and Households as the main component of the Whole Community. • Features the 14 Core Capabilities aligned to the Response mission. • Identifies ESFs as the primary Federal coordination structures for delivering Response core capabilities 3
Changes in the NRF • Removed the Planning Chapter. • Removed the Recovery section. • Removed descriptions of positions and responsibilities at the field support structure level • Greater emphasis on the role of Federal agencies in non-Stafford Act incidents. 4
All mission areas: Prevention, Protection, Mitigation, and Recovery; integrate with Response and one another through interdependencies, shared assets and overlapping Objectives 5
