Mandate of the Physician eHealth Program’is to broaden and accelerate EMR adoption among Ontario’s community-based physicians.
EMR serves as a launch pad for provincial EHR in community-based settings • Nearly 80% of care encounters in Canada occurred in community settings • EMRs enhance physicians’ practicesboth clinically and administratively • Physician eHealth Program provides funding to community-based physicians to accelerate EMR adoption and meaningful use • Physician eHealth Program’s strategy strongly supports provincial EHR strategy and ultimately improves health care quality and outcomes Source: Canadian estimates based on Ontario Ministry of Health data, 2005.
Physician eHealth has a comprehensive strategy to support EMR Adoption Vision: Ontario’s community-based physicians create, access and share EMR for patient care Mission: To broaden and accelerate the adoption of technology by community-based physicians Strategic Themes • Build Value • Electronic hospital / community reports • eReferrals / eConsults • Provincial laboratory reports • Support • New peer mentoring program • “Feet on the street” • Timely and appropriate supports • End-to-end support from readiness to adoption • Change management is dynamic • Equip & Enable • Strong collaborative partnership with OntarioMD • Promoting and incenting meaningful use • Raising the bar for EMR products • Performance based • Sustain & Evolve • Engaging the community; building strong leadership • Establishing a physician office vision • Building a 2020 technology roadmap • Building effective partnerships • Continue to measure and evaluate Strategic Pillars Stronger partnership with peer organizations across the province Foundation &Enablers Build on proven solutions / standards, and change management
eHealth Ontario is progressing to achieving our 2012 targets Ontario now has over 7,000 physicians participatingin provincial EMR adoption programs Today, over 50% of Ontario’s Primary Care Physicians are moving towards or have already adopted EMRs within their practices Over 6,000,000 Ontarians have physicians participating in the EMR adoption program Ontario is past the “tipping point” of EMR adoption – enabling the province’s EHR strategy
Motivating late adopters • Key strategies to drive beyond 50% of EMR adoption • Demonstrateclear value and benefits in adopting EMRs • Promote EMRs as the preferred “point of care” device • Reduce / eliminate paper – automate exchanges of patient information between other care providers / institutions • Reduce overall complexity – simplify procuring, installing, and operating EMRs • Reduce switching costs – take the fear out of being “held hostage” by any one EMR vendor
Looking Ahead • Future specifications will focus on: • Interoperability with provincial repositories / systems • Improving data quality and portability • Improved information management and reporting capabilities • End-to-end service and supports • Alignment with Pan-Canadian specifications
