  6. DEVELOPMENT OF NEW STRATEGIC PLAN Analyzed the BSA Strategic Plan and Identified Key Areas of Emphasis where the OA can make a difference: • Leadership • Service • Financial Support

LEADERSHIP • Proud Heritage of Youth Leadership Supported by Adult Advisers • Leaders base Actions on Ethical Decision-making • Must Recruit Highly Capable, Motivated, and Caring Adults • High Quality Leadership Development Programs • Allow Youth Leaders to Actively Develop and Use Leadership Skills

LEADERSHIP • Nationally • Continuously evaluate and improve leadership development programs • Insure effective teaching methods are used • Enhance learning opportunities at Section Conclaves • More opportunities for Key 3 leadership development • selection of lodge advisers • support of professional Scouters • integration of youth leadership into council • Fully implement Lodge Assistance Program

LEADERSHIP • Locally, in the council • Primary service to troops and teams, focused on adventurous programs and quality operations • Actively support council Scoutreach efforts • Effective use of OA Troop/Team Representative position • Develop and implement a plan focused on strengthening the lodge in assisting the council to meet its objectives

SERVICE • Heritage of Order of the Arrow is Service, especially in Support of the Outdoor Program • OA Programs at All Levels will Focus on Opportunities to Serve Scouting and Instill Ethic of Servant Leadership in Every Arrowman • Effective Communications is Essential • Active Involvement in Recruitment and Retention of BSA Membership

SERVICE • Nationally • Further strengthen relationships with Camping and Conservation Service, Scoutreach, and High Adventure Divisions of BSA • Encourage Brotherhood Membership • Develop support systems for Webelos- to-Scout transition and Cub Scout camping • Effective communications tools • Integration of lodge and council charter process • Increased financial support to American Indian Scout for Scouting activities and camp

SERVICE • Locally, in the council • Work with council leadership to thoroughly review effectiveness of lodge support to camp promotions, camping programs, and camping facilities • Implement Leadership in Service program • Develop and pilot progressive program features at camp that encourage campers to return to local council camps year after year

  13. FINANCIAL SUPPORT • Quality Program Requires Solid Financial Foundation • Order of the Arrow must pay its way • Endowment Development and Annual Financial Support are Essential to Support BSA Program Nationally and Locally

FINANCIAL SUPPORT • Nationally • Maintain tradition of funding national operating expenses of the OA through charter fees;all other programs financed through other income sources • Build the Order of the Arrow’s endowment in support of program to $5 million • Continue to provide financial assistance to selected lodges in support of council program

  15. FINANCIAL SUPPORT • Locally, in the council • Support council operating and outdoor program needs with direct contributions, in-kind commitments, and service projects • Participate in council endowment through James E. West fellowships and other council programs

  16. LODGE ANNUAL PLAN Each lodge is expected to develop its own annual plan Annual plan development is a key part of the Quality Lodge Requirements OA Strategic Plan is a model for use by the lodge in developing its own annual plan in conjunction with its council leadership

LODGE ANNUAL PLAN BSA Strategic Plan and OA Strategic Plan concepts should be integrated in the lodge’s plan and tailored to meet the council’s needs The Local Council Strategic Planning Workbook and the resources provided by the Order of the Arrow provide a system to develop an effective lodge strategic plan

  19. Leadership • The council would like to see increased unit participation at the council’s annual camporee. They would also like to see more unit participation in the council’s high adventure programs. • Service • Recently, the number of participants at the council’s summer camps has decreased. The council is also having difficulty in recruiting quality camp staff members. • Financial Support • The council board has a goal of increasing the council endowment over the next three years. In addition, the council is also promoting their capital campaign, which will raise money for the council’s camp facilities.
