Purpose of the Research • Focus on improving outcomes for people from BME backgrounds • Develop better understanding of challenges and obstacles faced leaders in mental health • Assess the impact of the financial challenges
Methodology • Telephone interviews with chief executives / chief officers • Spread of sectors • NHS mental health trusts • Voluntary • Commissioners • Local authority directors of adult social services • Independent sector
Methodology Cont’d • Standardised interview schedule • Max 40 min pre booked interviews • Fair geographical coverage • Commenced in September 2011 with introductory email from NHS Confederation
Challenges in Delivery • Significant effort to achieve responses from potential subjects • Particular problems with take up from commissioners • Leaders preoccupied with financial picture and system re-organisation
Challenges in Delivery Cont’d • Difficulty in engaging mental health trusts in two regions • Local authority suspicions due to crossing of this project with a FOI Request about similar issues • 26 interviews completed, mainly with CEOs. Four more booked
Emerging Themes • Few have awareness of the detail • Significant variability in progress • Concern regarding commissioning • Gap around expertise, support and national direction
Emerging Themes Cont’d • Merger of Mental Health Trusts with Community Trusts – CTs have often made less progress than MHT • Little impact of National strategy ‘No Health without Mental Health’ • EDS is seen as positive in NHS • Some positive practice examples
Emerging Recommendations • Positive practice to be shared in a dynamic way • More drive behind the EDS • Encourage the development and preservation of expertise in equalities • Offer some national support on implementation • Priority for the implementation framework
