ESD Event Types • Human Body (HBM): discharging event through the body and the part to ground. • Machine (MM): discharge voltage through automated handling equipment or hand-tools and the part to ground. • Charged Device (CDM): discharge into or out of a part due to charge accumulation within the part itself.

Agency and Center ESD Policy NPD 8730.5, NASA Quality Assurance Policy, requires all programs and projects to be compliant with the requirements of ANSI/ESD S20.20 ANSI/ESD S20.20, Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Initiated Explosive Devices). Must use a local implementation plan GPR 8730.6, Electrostatic Discharge (ESD) Control, traceable to ANSI/ESD S20.20, directs the use of GSFC-WM-001. The Lab Certification Process • Labs are scheduled for Review by two methods: • Requests by lab management or project QE (certification requests or certification assistance) • Code 300 assessment schedule (developed from the 2005 Baseline Review) • Reviews fall under the following types: • Pre-Certification Review (as requested by the lab) • Full Certification Assessment • Follow-up Assessment • Pre-Certification Reviews: • An un-official examination of the lab • Used to facilitate a successful certification audit • Attends to gaps between training and implementation. • CSO’s & QE’s verify operator personnel ESD certifications and ongoing bench compliance
The Lab Certification Process • Full Certification Assessment: • Scheduling • Will be scheduled using the formal assessment schedule developed by Code 300 (GSFC-WM-001 says yearly, but self audit ok after initial by Code 300) • Shall be requestedby CSO, lab management, branch management, and/or project quality personnel prior to performing ESD work • Lab Environment Evaluation • Signage and boundaries • Humidity • Set-up and location of the workstations • Housekeeping and cleanliness • Certification and training of personnel • Equipment and Chemicals • Protective Clothing • Handling and Storage of ESD sensitive items • Current calibration of all equipment
The Lab Certification Process • Full Certification Assessment: • Workstation Measurements • Grounding Verifications and Techniques • Surface Resistivity • Air Ionizer performance • CMS functionality • Equipment availability and condition • Documentation and Reporting • Workstation Certification Measurements • Lab Certification Assessment Report/Action Items • Workstation Identification (Stickers on benches and chairs) Code 300 certification stickers contain no due dates. Do not apply monthly verification stickers over the Code 300 stickers!
The Lab Certification Process • Follow-Up Assessment: • Some workstations are permanent, some are transient • Scheduling will be by Code 300 (self audit allowed) • Lab Environment will be re-assessed for continued compliance. • Verification that the monthly workstation measurements are being performed and documented. • To provide further assistance to the lab personnel relative to ESD. • Documentation and Reporting • Lab Follow Up Assessment Report • Action Items
Post Certification Maintenance: Lab Monitor + CSO oversight Once the certification process has been completed by Code 300, lab management is responsible for ensuring: • That continued ESD practices are being followed by personnel operating in and entering the ESD safe zones. • ESD sensitive hardware is properly handled in an ESD safe zone or stored in protective packaging/containers. • Continued Training and Certification of personnel. • Monthly Workstation measurements are conducted IAW GSFC-WM-001B. • A clean and orderly work environment is maintained • Housekeeping • Workstation cleanliness • Only ESD safe chairs are in the ESD safe zone. • Proper cleaning and verification of ESD garments. • Equipment is maintained in good condition and is under current calibration.
Roles and Responsibilities • Code 300 Team • Team Management • Oversight of the ESD Control Program at GSFC • Scheduling ESD lab assessment activities • Planning/Coordination with lab management • Reporting to Code 300 • Assessors • Perform Lab and Workstation Evaluations • Report findings to the lab and team management • Assist lab personnel by providing answers to questions and guidance with performing the monthly workstation measurements • ESD Subject Matter Experts • Provide technical expertise to Code 300 and lab personnel • Maintenance of ESD standards at GSFC. Roles and Responsibilities • Lab Personnel • Lab Management • Overall maintenance and control of the workstations located within the lab as well as the ESD environmental elements of the lab(s). • Communication to the Code 300 Team for future certification needs, re-certifications, or for any other assistance that may be needed for ESD. • Lab Monitors • Perform and document the monthly workstation verifications IAW GSFC-WM-001B. • Assist the lab management in the overall control and maintenance of the workstations and the lab environment. • Assure that only trained and certified personnel are entering and operating within the ESD safe zones and that un-trained personnel are escorted. • Provide janitorial staff instruction for working in ESD safe areas • Technicians/Engineers/Shipping & Receiving • Operate within the ESD safe zones and at the workstations IAW with the requirements of GSFC-WM-001B. • Report deficiencies within the ESD safe zones and/or with the lab environment to the lab monitor or manager.
Roles and Responsibilities • Project Personnel • Project Management • Overall responsibility for the quality and ESD safety of their hardware. • Assure that all personnel are trained and certified to the latest ESD standard. • Communication with lab management for assuring lab environments and workstations are safe for ESD. • Communication to the Code 300 Team for future certification needs, re-certifications, or for any other assistance that may be needed for ESD. • Project Quality Engineers • Perform and/or assure that the monthly workstation verifications IAW GSFC-WM-001B are being completed. • Assist lab management and other personnel in the overall control and maintenance of the workstations and the lab environment. • Assure that only trained and certified personnel are entering and operating within the ESD safe zones and that un-trained personnel are escorted. • All other personnel (visitors, janitorial staff, etc.) • Visitors: Do not work in ESD safe zones without escort. • Janitorial staff: Work to instructions from Lab Monitor for ESD safe zones
