Key Hospital and Health System Provisions • Key provisions of: • The Patient Protection and Affordable Care Act (H.R. 3590--approved by the U.S. Senate on December 24, 2009 and the U.S. House of Representatives on March 21, 2010 and signed into law by President Obama, March 23, 2010), and • As modified by the Reconciliation Act of 2010 (H.R. 4872--approved by the House on March 21, 2010 and awaiting possible Senate approval).
Geographic Variation To ensure a “yes” vote on the health care reform legislation and the reconciliation bill in the House, the Obama Administration agreed to work with the “Quality Care Coalition”--House members from certain mid-western and western states pressing for geographic variation provisions as part of health care reform. Secretary Sebelius in a letter to the Quality Care Coalition has committed to contracting with the Institute of Medicine (IOM) to conduct two studies on geographic variation. She will direct the Centers for Medicare and Medicaid Innovation, established by H.R. 3590, to test the findings of the IOM studies through demonstration programs. Further, the Secretary promises to convene a National Summit on Geographic Variation, Cost, Access and Value in Health Care later this year.
