National Clean Diesel Campaign • Goal: protect public health and meet clean air standards • Focus on cleaner engines and cleaner fuels • Onroad and Offroad (phased approach) • Two components: • Regulations for new engines and fuels • Voluntary programs for existing engines • Five sectors: • School buses, Ports, Construction, Freight and Agriculture

Voluntary Diesel Reductions Are Needed to Meet Our Goal • Diesel engines are important to America • Freight movement accounts for 20% of US energy use • The Good News: 2007 standards for new onroad engines; 2010 standards for new offroad engines • The Bad News: 11 million legacy engines—with long useful lives (turnover not until 2030) • Our strategy: cleaner fuels and voluntary measures • Annual benefits: $150 Billion

  6. Southeast Diesel Collaborative • A voluntary, public-private partnership for the Southeast • Open to all with a stake in future clean diesel use • Share learning and ideas • Leverage scarce resources • Develop productive partnerships

  7. Kickoff MeetingApril 26-27 • ~160 attendees • MOU Signing Ceremony – 30+ groups • Grants announced • $58K RGI grant to UGA for poultry litter/biodiesel pyrolysis project • $100K RFPs for SEDC projects • Very positive feedback/reviews

  9. Construction Sector • Encourage/facilitate incentives for contractor retrofits • Catalogue biodiesel use successes • Outreach – stress health and fuel savings benefits of anti-idling/retrofits • Retrofit grant programs for SE pilot projects • Industry workshop-solicit ideas

  10. Onroad/Highway Sector • Expand retrofits to other public fleets (transit, waste) • Promote biodiesel use • Enhance clean refueling infrastructure • Interstate Green Corridors • Expand SmartWay Transport • Creative financing

  11. Ag/Biodiesel Sector • Education and Outreach • Research – what farmers can produce now • Market development – regional strategy, different feedstocks • Engage Ag Commissioners across SE • Identify impediments to biodiesel distribution

  15. Grants/Funding • Over $2 Million invested by EPA in Region 4 ($23 Million non-EPA funds) • Received 10 SEDC proposals for $100K grant – initial selection complete • 2007 SEDC grants – • Depends on final FY07 EPA appropriations • Potential range nationwide -- $20-28M
