14. The Problem of “Boilerplate” • > Another hurdle in completing Appendices C and D was explained by Dr. Robert Lashbrook, a CIA doctor involved in the death of Frank Olson. Olson was a Fort Detrick biological warfare expert who committed suicide after being given LSD hidden in Cointreau liqueur by Dr. Sidney Gottlieb, Director of MKULTRA. Olson's family determined that he had committed suicide subsequent to a bad LSD trip only after reading Nelson Rockefeller's 1975 Report on the CIA, published 22 years after Olson's death. They were given $750,000 in compensation by Congress. Dr. Lashbrook explained the CIA's filing system in Senate testimony transcribed in Human Drug Testing by the CIA, 1977 (page 111): • > Dr. LASHBROOK: All right As I think I was intimating a little bit before, I cannot make much sense out of what you have read. In this case, though, some of the cover files contain pretty damaging information that doesn't seem to reflect well on the Agency's use of human subjects - I wonder what the real files

15. i • The project had grown out of an earlier secret program, known as Bluebird, that was officially formed to counter Soviet advances in brainwashing. In reality the CIA had other objectives. An earlier aim was to study methods 'through which control of an individual may be attained'. The emphasis of experimentation was 'narco-hypnosis', the blending of mind altering drugs with careful hypnotic programming. • Ever evolving, project Bluebird was later renamed Project Artichoke , after a vegetable that Dulles was particularly fond of. Artichoke was an 'offensive' program of mind control that gathered together the intelligence divisions of the Army, Navy, Air Farce and FBI. • The scope of the project was outlined in a memorandum dated January 1952 that ominously asked: "Can we get control of an individual to the point where he will do our bidding against his will and even against fundamental laws of nature such as self preservation?" The race was on to create a programmable assassin! • A crack CIA team was formed that could travel, at a moments notice, to anywhere in the world. Their task was to test the new interrogation techniques, and ensure that victims would not remember being interrogated and programmed. All manner of narcotics, from marijuana to LSD, heroin and sodium pentathol (the so called 'truth drug') were regularly used. • Despite poor initial results, CIA-sponsored mind control programs flourished. On 13 April 1953, the super-secret project MK-ULTRA was born. Its scope was broader than ever before, and only those in the top echelon of the CIA were privy to it. Official CIA documents describe MK-ULTRA as an 'umbrella project' with 149 'sub-projects'. Many of these sub-projects dealt with testing illegal drugs for potential field use. Others dealt with electronics. One explored the possibility of activating 'the human organism by remote control'. Throughout, it remained a major goal to brainwash individuals to become couriers and spies without their knowledge.

Substances which produce physical disablement such as paralysis of the legs, acute anemia, etc. • 11. Substances which will produce "pure" euphoria with no subsequent let-down. • 12. Substances which alter personality structure in such a way that the tendency of the recipient to become dependent upon another person is enhanced. • 13. A material which will cause mental confusion of such a type that the individual under its influence will find it difficult to maintain a fabrication under questioning. • 14. Substances which will lower the ambition and general working efficiency of men when administered in undetectable amounts. • 15. Substances which will promote weakness or distortion of the eyesight or hearing faculties, preferably without permanent effects. • 16. A knockout pill which can surreptitiously be administered in drinks, food, cigarettes, as an aerosol, etc., which will be safe to use, provide a maximum of amnesia, and be suitable for use by agent types on an ad hoc basis. • 17. A material which can be surreptitiously administered by the above routes and which in very small amounts will make it impossible for a man to perform any physical activity whatever.

Ewen Cameron, Director of the Allan Memorial Institute in Montreal, formally applied for funding from the "Society for the Investigation of Human Ecology," a CIA front at Corn-ell University Medical School, New York City.  Cameron described his brainwashing experiments as follows: • "(i) The breaking down ongoing patterns of patient's behavior by particularly intensive electroshocks (depatterning).  • (ii) Intensive repetition (16 hours a day for 6-7 days) of prearranged verbal signal.  • (iii) During this intensive repetition the patient is kept in partial sensory isolation.  • (iv) Repression of the driving period is carried out by putting the patient, after the conclusion of the period, into continuous sleep for 7-10 days."  •       Cameron also proposed testing "LSD and similar agents" in "depat-terning" his patients.  Sidney Gottlieb and other CIA officials approved the application and over four years, provided $60,000 for the experiments.

Beginning of the End of Testing Unwitting Subjects? – Not Really • The straw that broke the camel's back came when a Security informant got wind of a plan by a few TSS jokers to put LSD in the punch served at the annual CIA Christmas office party. A Security memo dated December 15, 1954, noted that acid could "produce serious insanity for periods of 8 to 18 hours and possibly for longer." The writer of this memo concluded indignantly and unequivocally that he did "not recommend testing in the Christmas punch bowls usually present at the Christmas office parties." • Operation “Midnight Climax” dosed patrons of brothels well into the 1960s.

31. Link to Eugenics? • Sidney Gottlieb also funded the experiments of Dr. Harris Isbell. Isbell ran the Center for Addiction Research in Lexington, Kentucky. Passing through Isbell's center was a captive group of human guinea pigs in the form of a steady stream of black heroin addicts. More than 800 different chemical compounds were shipped from Gottlieb to Lexington for testing on Isbell's patients. • Perhaps the most infamous experiment came when Isbell gave LSD to seven black men for seventy-seven straight days. Isbell's research notes indicates that he gave the men "quadruple" the "normal" dosages. The doctor marveled at the men's apparent tolerance to these remarkable amounts of LSD. Isbell wrote in his notes that "this type of behavior is to be expected in patients of this type.“ • Even less well remembered is one mission in the CIA's Phoenix Program in Vietnam in July of 1968. A team of CIA psychologists set up shop at Bien Hoa Prison outside Saigon, where NLF suspects were being held after Phoenix Program round-ups. The psychologists performed a variety of experiments on the prisoners. In one, three prisoners were anaesthetized; their skulls were opened and electrodes implanted by CIA doctors into different parts of their brains. The prisoners were revived, placed in a room with knives and the electrodes in the brains activated by the psychiatrists, who were covertly observing them. The hope was that they could be prompted in this manner to attack each other. The experiments failed. 38. Tuskegee Reprise • During World War II, 250 of the men registered for the draft and were consequently ordered to get treatment for syphilis, only to have the PHS exempt them. Pleased at their success, the PHS representative announced: “So far, we are keeping the known positive patients from getting treatment.” The experiment continued in spite of the Henderson Act (1943), a public health law requiring testing and treatment for venereal disease, and in spite of the World Health Organization's Declaration of Helsinki (1964), which specified that “informed consent” was needed for experiments involving human beings.

Satanic Ritual AbuseSometimes called Project Monarch, Illuminati Mind Control, or just plain traumatic brainwashing techniques • In the late1970s and 1980s, the US was gripped by an avalanche of allegations of Satanic Ritual Abuse at daycare centers across the nation. • US major media outlets first picked up and sensationalized the stories but, by the 1990s, a steady stream of “debunking” articles and news reports began to debunk these claims by labeling them “mass hysteria” among newly working mothers who had to leave their kids at daycare. • In other words, this became effectively “debunked” by blaming women as irrational and uniquely prone to feelings of guilt, shame and anxiety.
