NASA Small Business Initiatives • Small Business Technical Coordinator Program • Small Businesses work with NASA technical offices to better understand the Agency’s requirements • Making the Grade • NASA issued letter(s) requesting each Center to identify breakout opportunities for small businesses in their large contracts • Letter(s) signed by Associate Administrator of the Office of Small Business Programs and NASA’s Senior Procurement Executive on: • February 8, 2011: FY 2011/2012 • April 23, 2013: FY 2014/2015 • This initiative has helped NASA increase its Prime Small Business dollars by approximately $100M each of the last three FY’s despite declining Procurement budgets

NASA Small Business Initiatives • Small Business Training • Developed six different courses to train NASA’s acquisition, technical, and program personnel to better understand the benefits of the Small Business Program • Conducted 75 different classes with a total of 965 attendees since its inception in FY 2009

National Defense Authorization Act of 2013 Goaling and Reporting: • Section 1631 (b)(2): Requires head of federal agencies to develop a plan for achieving small business prime and subcontracting goals. (Status: Plan in development) • Section 1631(d): Requires SBA’s Office of Advocacy to conduct independent assessment and provide recommendations to improve small business; must coordinate with DoD to avoid duplication. (Status: Fiscal Year 2014) • Section 1632: Requires SBA to submit to President and Congress goaling report and scorecard of fiscal year’s small business contracting participation. (Status: Plan in development)

  17. National Defense Authorization Act of 2013 Mentor-Protégé Program: • Section 1641: Establishes a MPP modeled after the 8(a) MPP for all small businesses. Exceptions for DoD MPPs, mentoring assistance provided under SBIR and STTR, and other agency programs. (Status: Proposed rule drafted) • Section 1641: Requires SBA to submit a report on the government-wide MPP. (Status: Due January 2015)

  18. National Defense Authorization Act of 2013 Transparency in sub-contracting: • Section 1651: Prohibits a small business awarded a contract under one of the contracts. Exemption provided for similar situated subcontractors. (Status: SBA drafting proposed rule) • Section 1653: Agencies directed to collect, report and periodically review data to ensure contractors meet subcontracting goals established in subcontracting plans. (Status: Office of General Counsel drafting proposed rule) • Section 1653: Requires SBA to establish reporting mechanism that allows subcontractor to report fraudulent activity. (Status: Pending)

National Defense Authorization Act of 2013 Transparency in sub-contracting: • Section 1653: SBA required to provide Congress a report setting forth agencies’ subcontracting data-number in compliance or failing to file subcontracting plans. (Status: Subcontracting working group) Size and Status Misrepresentation/Fraud/Suspension and Debarment: • Section 1692: Small Business Procurement Advisory Council required to submit annual report to Congress reflecting comments on small business contracting goals, results of reviews of OSDBUs and best practices. (Status: Proposal to include as part of Success factors for FY 2014)

  20. National Defense Authorization Act of 2013 Women-Owned Small Business Program: • Section 1697: Eliminates the award caps ($6.5 million and $4 mill) from set-asides. (Status: Effective May 7, 2013) • Section 1697: Gives SBA authority to conduct study to identify industries underrepresented by small business concerns owned and controlled by women. Must submit findings every 5 years. (Status: Due January 2018)
