General informationaboutthe ISARR • ISARR is a modern designedinternationalinformationsystemthatprovides one-stop implementationofkeyprocessesthat are necessaryformonitoringtheimplementationofvariousdevelopmentprograms, operationsandprojectimplementationandreporting on resultsandtheiranalysis. • IS ISARR hasdevelopedRepublicofSlovenia, its operator is theGovernmentoftheRepublicofSloveniaforLocalSelf-GovernmentandRegionalPolicy (GORP), acting as theManagingAuthority (MA) fortheEuropeancohesionpolicyandEuropeanterritorialcooperation. • Basisfortheestablishmentofthesystem: Slovenia's DevelopmentStrategy (SDS), NationalDevelopmentProgrammeoftheRepublicofSlovenia (DRP), Law on balancedregionaldevelopmentand EU Regulations 1260/99, 438/01, 1083/06 and 1828/06.
Purposeandobjectivesofthe ISARR • Providingsupport to allprocessesofpreparationandimplementationofdevelopmentprogramsand to facilitatetheirmonitoring in one place. • Combining or integratingdifferentinformationsystemsaiming at statedevelopmentpolicies. • Systematizingcollecteddataundertheprinciplesofcollectionandcompilationofstatisticaldata, takingintoaccountthedifferentneedsofanalystsandreporters. • Supportingthelowestlevelofdatacollection (supportingdataentryclose to sourcecreation). • Providingsupport to theprocessofstoringandarchivingdocuments. • Supporting as much as possibleprocesses to beneficiariesandotherparticipants, thusreducingtheir administrative burden (e-store, e-certification, e-signatures, etc.).
ISARR supportsprocesses: • Planning at thelevelofdevelopmentprograms, operationsandprojects; • Implementation at thelevelofoperationsandprojects; • Payment at thelevelofoperations, projectsandschemesofStateaid; • Drawing at thelevelofoperations; • Supportprocesses: • Systemicallycontrolleduseraccessthrough a single site (singleentrypoint); • Systemanduseradministration; • Analysisandpresentationofdata; • Connectivitywithother IS (1x dataacquisition used anywhere).

ISARR is a comprehensiveinternationalinformationsystemAccordingto theseries of criteria ISARR is one ofthe most comprehensive national and international systems of RS In the last threeyears (2008-2011): • Over 250 lots of functional upgrades • Resolved over 5,000 applications submitted by users • Over 17,000 interactions (phone calls, e-mail ...) to users within the user support center • Over 150 different courses for different target groups • Over 3,200users • Constant support of 16 qualified persons

Usersupport center (2) The CPU enables the following to users of the ISARR system: • Reportingdefects. • Asking questions related to the system. • Help in use of the system. • Knowledgedatabase: • Frequentlyaskedquestions (FAQ). • Instructions for use of applications (HOW TO). • User documentation and detailed instructions. • Access to literature related to training. • Access to urgent information in real time via a telephone exchange. • Information on eliminateddefects.
UsertrainingUsers benefit from a lot of training to acquire the necessary knowledge to work with the ISARR. Twotypesoftraining: • Presentation / On-site support (intended for a wider audience). • Education on dedicated workstations (up to 12 people). • Dedicated education perform the following modules / processes: • Implementationprocess (MVP) in SlovenianandEnglish • Module forpublictenders (MJR) • Planningprocess (MNR) • PaymentandDisbursementprocess (MČS) in SlovenianandEnglish • Module fordataanalyses (MAP) • UserAdministration module (MAS) Features: • Content is always tailored to users • Difficulty / detail on the role of users • Duration: • On-site support: 1-3 hours • Education on workstations: 8 lessons
