Steps for Designing a New Attendance Zone Fundamental considerations: • Creation of attendance zones that reflect the diversity of the District to the extent practicable and consistent with Constitutional requirements. • Ensure maximum utilization of school facilities. Maximum utilization refers to the even distribution of students among existing capacities. • Consideration of class size commitments as recommended by the State of Tennessee as related to the physical space available. • Include target enrollments that allow for growth and anticipated evolving demographics. • Keep neighborhood units in the same attendance zone to the extent possible. • Maximize the school district’s transportation efficiency costs. • Minimize the disruption to students and families related to attendance zone changes, including minimizing disruption throughout “feeder zone” areas.

Steps for designing an attendance zone Activities to complete • Land purchase finalized in area of stated area of need as identified by growth monitoring (along with Federal Court approval of land purchase area) • Decide on approximate number of students as enrollment goal for building based upon current enrollments of affected area schools • Begin work in GIS system to design closest area attendance zone, keeping major road patterns, feeder patterns, racial demographics, neighborhood compositions, growth predictions, and other fundamental considerations in mind • Offer planning zones to Central Office Asset Development Team for review and input • Meet with plaintiffs attorney in Robinson case to assess viability of attendance zone • Begin planning zone evaluation with principals, parents, community members and SCS Board members • Offer attendance zone proposal in public meetings for input from community stakeholders, as well as through media/web/mail in public comment period • Offer attendance recommendation to SCS Board of Education for review and consideration • Present Board approved attendance zone to US District Court and US Department of Civil Rights for review and approval

Rezoning calendar of events for 2008 & 2009 opportunities Middle School to open in August 2008 • September 2007 – continued planning for zone, preliminary discussions with community groups, principals • October 2007 – meetings with Central Office Asset Development Team to finalize CO zone recommendation • October 2007 – meetings continue with PTAs for potentially affected areas • November 2007 – meetings with CO Asset Development Team finalize CO zone recommendation • November – January 2007/2008 – Community meetings at area schools to garner public input • January / February 2008 – present attendance zone proposal to SCS Board of Education for review and approval • February/March 2008 - Send Board approved zone to Federal Court and US Department of Justice for review and approval
