Historical Context • 1994: The “United Nations International Conference on Population and Development (ICPD)” placed sexual and reproductive health and sexual rights as priority issues on the international agenda of public health. • 1994-2004: Projects on sexual and reproductive health targeted at teenagers and young adults were implemented in Latin America. - 2003: an UNFPA review reported that the majority of the mentioned initiatives were implemented in small scale and that the problem of universal access for young people persisted. • 2006: GCTH, UNAIDS, ICTC – The “Regional Consultation on Universal Access to HIV/AIDS Prevention, Treatment, and Care” for Latin America and the Caribbean showed weaknesses related to the sexual education and HIV prevention in the region.

Between 2007 and 2009, Argentina, Brazil, Chile, Paraguay, Peru and Uruguay implemented the regional south-south cooperation project “Harmonization of Public Policies on Sexual Education and HIV/AIDS Prevention in Schools”, which was supported by GTZ, UNAIDS, ICTC and other international partners. Objective: Tostrengthen the public policies on sexual education and HIV prevention in schools. Strategy: To work simultaneously at a political level and on the implementation of sexual education and HIV prevention in schools.

Management Structure General Assembly Members: All participants Function: Regional Planning and Evaluation Frequency: Annual National Management Committees Members: Ministries of Health, Education and Civil Society Function: National Planning and Management Frequency: monthly (or more) Regional Management Committee Members: Directors of GTZ, UNAIDS and ICTC Function: Regional management Frequency: Four times a year Regional Technical Group Members: Technical Advisers GTZ and ICTC Function: Technical support to planning and implementation processes; M&E Frequency: Continuous Group of Local Consultants Members: National consultants (one per country) Function: Technical supports to the National Management Committees and M&A Frequency: Continuous

  5. South-South Cooperation Tools A Regional Plan with common objectives and goals and National Work Plans, which define technical/financial support needs. Technical support offered by experts hired by ICTC/GTZ. Regional seminars and congresses on issues of common interest. Regional meetings of national consultants (every 3-4 months) for M&E. Regional intersectoral meetings with representatives from the health and education sectors and civil society of the participating countries (once a year). Visits of the regional management committee (GTZ, UNAIDS and ICTC).

  6. Pros of South-South Cooperation • It is horizontal: mutual support, using experiences and know-how from the region. • It respects national leadership. • It increases political commitment. • The exchange of experiences and good practices is an efficient tool for strengthening the national responses to HIV/AIDS. • It harmonizes concepts and methodologies for HIV/AIDS prevention in the region.

  7. Achievements (1) • Ownership and institutionalisation of concepts, methodologies and products elaborated during the project. • Strengthening and implementation of public policies on sexual education. • Inclusion of sexual education in the curricula of primary and secondary schools. • Budget setting by the Ministries of Education for sexual education. • Contribution to national processes, which go on after the end of the project and which contribute to the implementation of the Ministerial Declaration „ preventing through education”.
