Hardwood and regional development – Schreiadlerland Idea Planning Implementation Presented at the Hardwoods Are Good Workshop, Germany, 13th September 2012 at the MeLa Fair Referent Hinrich Joost Bärwald, Assessor of forest service Project management Thomas Beil, Project manager
Structure • The Idea: Project „Nordvorpommersche Waldlandschaft (Western Pomeranian Wood Landscape) • History & Background • The actual planning • Focus & Examples • Future challenges and next steps • challenges & permanent tasks
• Due to competition as new tool and integration as a new approache there is the goal to support modern nature conservation and identify outstanding natural space with the key topic moors, forest […] in Germany, where in those locations protection/ conversation and benefit will be going hand in hand. Project goals Vision: A Future for the lesser spotted eagle and us • Integrated development goals • Partnership and networking • Identity and Image • Goals by nature conservation • Saving of the natural livelihood by: • Saving biodiversity • climate protection • Protection of cultural landscape • Gain public acceptance • Socio- economic goals • Securing of human basis of acquisition by: • Gentle tourism & recreation • Sustainable land use & regional value added • Rural cultural endowment • Skill building (competence)

NGP-Phase I: upkeep and development plan(PEPL) Funding period I Phase of application Funding period II Creating the Master plan Implementation Hand in final proposal Hand in short summary of proposal 09/2009: office set up 03/2010: award PE-planning 06/2011: PEPL-draft 05/2012: PEPL-final version
NGP-Phase I: upkeep and development plan(PEPL) • Developing of the PE-Planes by „ARGE NVP-WL“ • Actual upkeep and development planning • + 4 special reports: forestry / agricultural / water management / lesser-spotted eagle • priorities for future actions • Developing natural forest / islands of old growths • Rewetting wetland-, riverine, - riparian forests and moor-like depressions and areas etc. • Creating lesser-spotted eagle forest protection areas • Saving permanent grassland/ forest meadows • Biotope areas within open cultural landscape

Project philosophy within NGP • „concrete actions within the project area are commonly agreed individual cases based by the participating acteurs. Whereby the following basic rules apply: • „vouluntary actions“ – we like to find the fitting solution for the problems, not because we have to just because we • „eye - level “ – holding very open and honest negoiations • „econimic value adding„– a approriate financial compensation is a minimum requirements, Solutions with mutual benefits and added value are our thinking We will show, that reaching pursuing ambitious nature conservation targets are possible without designating new Special Protection Area. We relay on common understanding and contractual agreements based on individual cases.
Working FOCUS within Project management • appropriation of the planning within communicative loops – together with moderation • Start of the „hot phase“: 6. December 2010 – Status quo-analyses is done – action planning by intensive coordination and decision – public events as well as expert discussions • Timeline – milestone I: 30.06.2011: presenting PEPL in a draft – milestone II: 31.07.2012: hand in PEPL
FOCUS 1: nature conservation within the forest Example: nature conservation without the option to buy – innovative contract based nature conservation • model: • Buying the wood/ standing trees • Leasing forest areas? • problem: • determination of the value ? • Re-use after contract?
Types of Activity Abb. nach Scherzinger (1996) Supporting islands of old growths natural forest development Process protection

WHAT? • Installation of non regulative barrages at drainage channels • protection of water engineering based investigations within GB • contract for permanently use restriction / contract for permanently non-utilization • compensation (payment) for falling out stands (current value of the growing up stand) Area: 548 ha Costs: ca. 266 T € water level optimization withinForest based moors
WHAT? • permanently forest protection within representing forest cell of Western Pomerania • over all protection of the forest development • contract for permanently non-utilization • Area: 67 ha • Costs: ca. 1 Mio. € natural forest cells
WHAT? • long time / permanently protection of the forest process within managed forest cells • protection of phases like aging and dying within the forest development • upgrade of the KG by Source structures • contracting of 99 years long / permanently non- utilization WHERE? • different kind of AHI within the core area of Western Pomerania • Area: 147 ha • Costs: ca. 2,1 Mio. € Criteria for the selection of a representative old wooden Area Old wooden areas
WHAT? • Obtain of the last remaining lesser-spotted eagle areas at breeding habitat by establishing „ lesser-spotted eagle protection areas” (ca. 40 ha per territory) • opaque of the forest, high rate of canopy (high rate of trees) • non utilization , restricted usage (stock restricted usage) CONCLUSION lesser- spotted eagle –Forest conservation Areas
