  3. Some features of the Bologna Process • The BP is an informal and intergovernmental HE ministers´ process of 46 countries • EC additional member • The BP includes the Partnership; Council of Europe and • UNESCO, EUA, EURASHE, ESU, ENQA, EI, BUSINESSEUROPE

  4. The infrastructure • Rotating secretariat offered by the next host country of the ministerial meeting • For the moment the BENELUX secretariat with support from Austria and Hungary • After 2010 the secretariat will be in Bukarest, Romania.

  5. BFUG Reports to ministers • Bologna follow up reports prepared by special rapporteurs (Lourtie and Zgaga) for Prague and Berlin • Today national reports and stocktaking • The TREND reports, Student Eyes and other consultative members reports complete the input for the ministers´ communiqe

  6. Milestones of the Bologna process • Start in Bologna 1999 Declaration Easily and comparable degrees systems ECTS Mobility Quality assurance European dimensions in HE Establishing the EHEA 2010. Prague Communique 2001 added Lifelong learning Students participation Promoting of the attractiveness of the EHEA. • Berlin Communique 2003 added EHEA and ERA Stocktaking on QA, Two cycle system, Recognition of degrees and Periods of studies.

Milestones • Bergen Communiqué 2005 added Research esp. doctoral programmes • The Social dimension and Mobility • The attractiveness of the EHEA and cooperation with other parts of the world • Stocktaking --Implementation of Standards and Guidelines for QA following ENQA and implementation of National Qualifications Framework • --Joint degrees • --creating opportunities for flexible learning paths in HE incl. procedures for the recognition of prior learning

Milestones • London Communique 2007 added priorities for 2009: Mobility, Social Dimension, Data collection, Employability, The EHEA in a global context, Stocktaking. • Looking forward to 2010 and beyond and asking for a report on EHEA 2010 • Independent assessment in partnership with the consultative members • Asking for a report on Bologna Beyond 2010.

Milestones • Leuven Louvain la Neuve 2009-04 -28-29 • Statement for the Bologna Policy Forum 46 + 15 third countries • The Statement from the Bologna Policy Forum • -the importance of HE for the development of the societies and - seeking concrete co operation for a better understanding and - long term collaboration; on quality assurance e.g. • Leuven Louvain la Neuve Communique added • Monitoring Multidimensional transparency tools and Funding • A Work Plan up to 2012.

Work Plan 2012 • We entrust the Bologna Follow-up Group to prepare a work plan up to 2012 to take forward the priorities identified in this Communiqué and the recommendations of the reports submitted to this Ministerial conference, allowing the future integration of the outcome of the Independent assessment of the Bologna Process.

  11. Qualifications frameworks § 12 The development of national qualifications frameworks is an important step towards the implementation of lifelong learning. We aim at having them implemented and and prepared for self-certification against the overarching QF for the EHEA by 2012. This will require continued coordination at the level of the EHEA and with the EQF for LLL. Within the national contexts, intermediate qualifications within the first cycle can be a means of widening access to higher education. .

  12. Work Plan 2012 In particular the BFUG is asked to: • define the indicators used for measuring and monitoring mobility and the social dimension in conjunction with the data collection; • consider how balanced mobility could be achieved within the EHEA; • monitor the development of the transparency mechanisms and to report back to the 2012 ministerial conference; • set up a network, making optimal use of existing structures, for better information on and promotion of the Bologna Process outside the EHEA; • follow-up on the recommendations of analysis of the national action plans on recognition

Work Plan 2012 • Reporting on the progress of the implementation of the Bologna Process will be carried out in a coordinated way. • Stocktaking will further refine its evidence-based methodology. • Eurostat together with Eurostudent and in cooperation with Eurydice will be asked to contribute through relevant data collection. • The work of reporting will be overseen by the Bologna Follow-up Group and will lead to an overall report integrating the aforementioned sources for the 2012 ministerial conference .

  14. Work Plan 2012 • We ask the E4 group (ENQA-EUA-EURASHE-ESU) to continue its cooperation on European dimension of quality assurance • To ensure that the European Quality Assurance Register, EQAR is evaluated externally

Work Plan 2012 • We will meet again at the Bologna anniversary conference jointly hosted by Austria and Hungary in Budapest and Vienna on 11-12 March 2010 • The next regular ministerial conference will be hosted by Romania in Bucharest on 27-28 April 2012 • The following ministerial conferences will be held in 2015, 2018 and 2020.

  16. The actual Bologna Process and Follow up situation • A two days meeting 28-29 September when 85 delegates met at Hasselbacken in Stockholm. For deciding on • -the Work plan for 2009 - 2012 • -the Co chairing process • -the Budapest Vienna meeting 2010 • The work plan is built on the interest expressed by member states to initiate, participate in or chair WG:s or seminars conferences etc

  17. Working Groups • Implementation WG with 3 themes : Social dimension incl employability, mobility and refined stocktaking • Recognition WG • Monitoring Transparency tools WG • EHEA in Global setting WG • Qualifications Frameworks WG • At least 5 WG:s and after 30 November we know how the implementation WG will be structured.

  19. The Lisbon Process and the Bologna Process • Connecting to and supporting each other. The European Institute of Technolgy e.g. • Overarching European Qualifications Framework of the Bologna Process meets the EQF for Life long learning.
