  3. HISTORICAL ORIGINS • Prohibition Against Fraternization based on Class Distinction --Officers = Aristocracy --Enlisted = Peasants ---Pirated into Service ---Little or no Education ---No Common Language

  4. FRATERNIZATION DEFINED Fraternization is any over familiarity that erodes the senior-subordinate relationship.

  5. EFFECTS OF FRATERNIZATION • Compromises the Chain of Command • Destroys Morale. • Hinders the Ability of a Leader by Undermining the Command Authority • Ultimately Could Cost Lives

  6. TYPES OF FRATERNIZATION • Officer – Enlisted: Most Common • Officer – Officer • Non-commisioned officer -Enlisted • Instructor – Student • Recruiter - Recruit

  7. FRATERNIZATION: KEY POINTS • Both Parties, Senior and Junior, are accountable for their actions. • Marriage: Not unlawful but, ---must maintain the requisite respect and decorum while either is on duty ---marriage is not a defense for a previously existing improper relationship

  8. U.S. MILITARY POLICY • Fraternization policies revised and enacted in 1999 • Improper personal and business relationships prohibited

  9. PROHIBITED PERSONAL RELATIONSHIPS • Dating • Cohabitation • Intimate/sexual relationships • Gambling • Recruiters/recruits • Drill instructors/trainees

  10. PROHIBITED BUSINESS RELATIONSHIPS • Loaning/Borrowing Money • Business Partnerships • Commercial Solicitation

  14. FRATERNIZATION: PUBLIC SECTOR • Problems caused include: • Sexual harassment claims • Favoritism & Discipline • Discord / disruptions • Scheduling / leave • Reduces Efficiency / Productivity • Information access
