Competitiveness - ERDF • Projects must have ‘towards low carbon growth’ at their heart • Definition is broad. There are many opportunities. • Projects aim to encourage / support SMEs in: • Collaborative and open innovation, Entrepreneurship • Knowledge networks with HEIs and other businesses • Development of renewable energy supply chains & clusters • Low carbon performance & resource efficiency including use of ICT • Projects that effect sustainable production / consumption • Renewable / energy efficient demonstrator or exemplar projects • Also limited support for • Flagship business space, low carbon in design and objective • Key strategic developments supporting growth of ‘cleantech’ sector
Competitiveness - ERDF • ERDF must • Benefit multiple Small & Medium Enterprises • Only deliver activity and benefits within the region • Include at least 60% match funding • Be delivered on not-for-profit basis • Suits collaborative projects lead by public sector eg Universities and local authorities, but also larger business • ERDF cannot support • Applications from single beneficiaries • Fundamental research • Motor vehicle production or vehicles for community transport • Emphasis on innovation & demonstration
Competitiveness - ERDF • Example: InCrops • “Distributed Enterprise Hub” stimulates innovation in alternative / non-food crops • £4.06m invested over five years. • £1.15m ERDF, £1.05m EEDA, £1.86m invested by 13 partners • Includes 4 universities, 4 R&D organisations, • All European/world leaders in field providing knowledge transfer • Aims to benefit 200 SMEs, +50 start-ups and create/save 70 jobs Lotus EcoElise: hemp fibre panels

Research & Development • Seventh Framework Programme – FP7 • Main instrument for funding research & development • Transport now a specific priority. €4.18bn budget • Funds CIVITAS (CIty-VITAlity-Sustainability) and CUTE (Clean Urban Transport for Europe) • FP7 Surface Transport Priorities: • The greening of surface transport • Encouraging and increasing modal shift, decongesting transport corridors • Ensuring sustainable and accessible urban mobility • Electrification of road and urban transport is potentially a priority within the (summer) 2009 Call.
R&D, Territorial Cooperation Example: CIVITAS Smile biofuels • Research, development and demonstration • Aims to improve urban air quality, create sustainable, safe & flexible traffic systems • Biodiesel trials in buses, taxis & fleets • 5 country ‘territorial cooperation’ • Centre for Carbon Reduction ‘CRed’ with City of Norwich and… • Malmö (Sweden) Tallinn (Estonia), Suceava (Romania) and Potenza (Italy) • Knowledge applicable to other cities Hardstaff biomethane dual-fuel produced from waste biomass or purpose grown crops/residues
Towards low carbon growth • The scale of growth forecast for the region requires bold thinking and rapid, widespread adoption of low carbon technologies and standards. • Our industries and knowledge base can contribute low carbon solutions for the region and the world.
