Communicate/Advocate/Educate National Transportation Operations Coalition (NTOC)
National Transportation Operations Coalition (NTOC) Representing the Community through partnerships with: • Key national associations – AASHTO, APTA, • ITE, ITS-A, APWA, AMPO, NACE, NACTO, • STPP, ICMA, PTI, AAPA, TRB, and others. Focus on moving stakeholders from Dialogue to Action.
Coalition Action Plan • Managing for Performance • ° Develop easy to use performance measure materials. • ° Create information and tools to support planning for operation. • ° Advance consideration of operations in the planning process. • Advancing the State-of-the Practice • ° Develop tool-box of best practice. • ° Develop performance benchmarks for changeable message signs. • ° Develop performance benchmarks for traffic signal systems. • Communicating/Educating/Advocating • ° Summarize operations benefits data. • ° Develop products aimed at decision-makers. • ° Create shared management and operations website. • ° Develop comprehensive/coordinated outreach program.

NAWG Goal Outreach & Communications Task Force for the NTOC To educate “the community” on the benefits of adopting operations strategies and Intelligent Transportation Systems (ITS) as viable options for improving the overall performance of the nation’s transportation system.
NAWG Role and Responsibilities • Assist in the development and execution of • NTOC Outreach and Communications activities • Provide guidance on NTOC Outreach Agenda • Attend Monthly NAWG/NTOC Outreach • Meetings • Update NTOC at bi-annual meetings
NAWG Possible Activities • “Talking Ops” Web cast Series (similar to Freight) • Transportation Operations Conference (ITE Spring 05) • Development of Publications and Articles • Provide guidance on redesign of NTOC Website, • E-Dialogue, and ICDN • Host Conference Sessions and Workshops on • Operations issues
SAFETEA: Operations Provisions • Legislatively establishes Transportation Systems Management and Operations (TSM&O). • Promotes regional operations coordination/collaboration. • Establishes a Real-Time System Management Information Program. • Focuses resources on improving system performance ° Infrastructure Performance and Maintenance Program ° ITS Performance Incentive Program • Creates an institutional focus on freight management. • Funds a strong ITS R&D program; supports separate Operations R&D program.
Summary • Delivering a safe, reliable, and secure transportation system requires operations—21st century operations using 21st century technologies. • There are many things we need to do today to deliver 21st century operations. ° Managing for Performance ° Advancing the State-of-the-Practice ° Communicating/Educating/Advocating • SAFETEA presents the opportunity to significantly advance the consideration of Operations. • FHWA and the National Transportation Operations Coalition are working together as champions to build a 21st century operations culture.
