Option A: Enhanced CJA Model • Same 8 CJAs • Wider membership (including Health) and chair appointed by Scottish Government. Option to co-opt two non-executive members. Alternative – all board members appointed • Statutory duty on all partners to work together to develop a local plan for reducing reoffending and engage in its delivery • Statutory functions expanded to include strategic commissioning of services and to promote CJA’s role in the community and represent community justice interests with the local judiciary, media and public
Option B: Local Authority Model • CJAs abolished • Statutory responsibility on LAs to work with partners to produce and deliver a strategic plan for reducing reoffending (including consultation with judiciary, members of the community, service users and their families) • Allocation of funding, accountability and performance requirements set out in legislation • Wider role for the Risk Management Authority, particularly overview of LA strategic plans, data analysis, performance improvement and workforce development • Role for community planning and Single Outcome Agreements • Leadership Group (Scottish Government and COSLA)
Option C: Single Service Model (1) • CJAs abolished • National social work led service for community justice • Core values and principles of social work • Non-Departmental Public Body with a Chief Executive • Appointed Board will set strategic framework • Board accountable to Ministers • Ministers accountable to Parliament • Strategic and operational responsibility for planning, managing and delivery of community based offender services • Incorporate existing functions of Risk Management Authority • Local authority CJ staff and RMA staff would transfer to new body
Option C: Single Service Model (2) • Community justice services delivered locally, grouped geographically on the three federation model of COPFS and Police • Area directors senior to existing criminal justice social work managers, with similar powers and duties as the Chief Social Work Officer • Area Director responsible for working with local partners to undertake strategic commissioning • Services commissioned nationally for particular interventions or where there is potential for financial savings • Chief Executive expected to have “considerable leverage to liaise and negotiate on an equal footing with other national agencies” • Workforce development role • Specific role in relation to Orders for Lifelong Restriction
