Partner Countries’ Participation I Who and What? • Programme countries: EU28 + Iceland, Liechtenstein, Norway, FYRoM, Turkey • Partner countries: all others • Call: September 2014 for activity 2015-16 -> • Mobility of students and staff to/from HEIs in Programme countries to/from HEIs in Partner countries • No traineeships in 2015/16 • HEIs in Programme countries apply for and manage payments for outward and inward mobility

Partner Countries’ Participation II Regulation and Grants • Mainly standard regulation and documentation: exceptions include min. duration staff (five days), and tailored inter-institutional agreement • Single application form • Award criteria under review • OS grant shared (“…on mutually acceptable basis”) • Student grants (to Programme country): Gp.1 - €850/month; Gp.2 - €800/month; Gp.3 - €750/month • Student grant (to Partner country): €650/month • Travel and staff rates to be confirmed

Partner Countries’ Participation III Where From and To? • Instruments, regions and sub-regions: • DCI (budget 2014-2020 - €707m); ENI (€659m); PI (€88m); IPA (€226m); [EDF – not participating currently] • Outbound mobility limited compared to inbound • Specific conditions set for credit mobility action 2014-17 • No transfers between instruments but 10% flexibility within instruments • Heading 1 funds for DCI outward mobility (Cycles 1 and 2) • Discussions/clarification ongoing

Joint Master’s Degrees I: Background • Successor to Erasmus Mundus Master courses • Contribute to objectives of Modernisation Agenda and EU 2020 • International consortium of HEIs and other partners • High-level integrated international study programme – 60, 90 or 120 ECTS • Leads to award of joint or multiple degree • Centralised • Apply EACEA by 27/3/2015

Joint Master’s Degrees II: who and what? • Initial funding for 4-5 years (three ‘editions’) • Application for Quality Review at start Y3 – if successful, additional funding up to three editions, on co-funding basis • Any public or private organisation in Programme or Partner country contributing directly to delivery of JMD • Applicant must be Programme Country HEI • Consortium must include HEIs from at least three different Programme Countries • JMD course must be fully developed, ready to run, at time of application

Joint Master Degrees III: grants and eligibility • Award criteria: relevance; quality of design and implementation; quality of team; impact and dissemination • Consortium management grant: €20,000 (preparatory); €50,000 (per edition) • 13-20 student scholarships (of which not less than 75% for candidates from Partner countries) per edition • Not less than 4invited scholars/guest lecturers per edition • Scholarship grant – participation, travel and subsistence • Higher rates for students from Partner countries

  8. Master’s Student Loan Guarantee • Loan for degree mobility for Master’s level course in another Programme country • European Investment Fund to manage – banks and student loan agencies to lend, under assurance of guarantee • Affordable rates of interest and delayed repayment • Student applies to financial intermediaries for loan • Call for expressions of interest – facility to be in place for 2014/15
