Presentation by Group TANGO • TASK 1 Organising • Strengths of Trade Unions • Weaknesses of Trade Unions • Trade Union Strategies • TASK 2 Framework Agreement • General Analysis • Our suggestions
ORGANISINGStrengths of Trade Unions (1) • union structure already established • funds • awareness among trade union leaders of the importance of organising • established laws to protect trade union rights e.g. Industrial Relations Act (although not often implemented)
ORGANISINGStrength of Trade Union (2) • globalisation and economic integration • increase of workforce in general and women in particular • international labour standards • international solidarity not only among affiliates but also with other ITSs, NGOs, and civil groups
ORGANISINGStrength of Trade Union (3) • information technology and New Economy / new workers with IT skills
ORGANISINGWeaknesses of Trade Unions (1) • insufficient financial resources • low priority on organising • barriers in communication e.g. distance, cultural, technological, laws and regulations • inadequate organising skills of trade union leaders • difficulties in organising informal sector workers
ORGANISINGWeakness of Trade Union (2) • existing trade union culture discouraging women participation • media and public hostile to trade unions • governments not supportive to trade unions • apathy among young people • lack of good young trade union leaders
ORGANISINGTrade Union Strategies (1) • educate members, employers, governments on the role of trade unions • hold membership and recruitment drive • increase the capacity and capability of trade unions by conducting special training courses for union organisers • be responsive to changes
ORGANISINGTrade Union Strategies (2) • self transformation, mind setting of leaders, and changing trade union philosophy • more use of communication tools • strengthening networking and alliance building with NGOs and civil societies • improving contacts with rank and file members • encouraging women integration in trade union activities
Framework AgreementGeneral Analysis • Unions are joint signatories • signed by employers and respective trade union representatives • UNI’s is superior than the other two • more specific • reference is made to ILO Conventions and Recommendations • recognition of the right of unions to represent workers • Danon’s focusing more on the company rather than trade unions
Framework Agreement Our Suggestions (1) • Scope • more specific scope needed • Minimum Wage • should be specific e.g. “around national average wage of the country” rather than “adequate” (IFBWW) or “sufficient” (UNI) • should not be fixed but to be revised
Framework Agreement Our Suggestions (2) • Dispute Mechanism • no procedure laid out • Health and Safety • vague reference to Health and Safety
Framework Agreement Our Suggestions (3) • Gender • reference to gender equality is not enough • ILO Convention No.103 and No.183 should be included
Framework Agreement Our Suggestions (4) • Others • All union representatives and employer representatives at plant level in each country concerned should be asked to acknowledge the agreement • provisions for monitoring should be included
