Energy efficiency in New Buildings Directive on Energy Performance in Buildings And where relevant, also: • Active solar systems and other heating and electricity systems based on renewable energy sources • CHP electricity • District or block heating & cooling • Natural Lighting Energy calculation of new buildings shall include: • Thermal characteristics (incl. insulation, glazing and air tightness) • Heating installation (incl. hot water) • Air Conditioning • Ventilation • Built-in lighting • Position & orientation of building • Passive solar systems and solar protection • Natural Ventilation • Indoor Climatic Conditions

Energy efficiency in New Buildings Directive on Energy Performance in Buildings Will in the new building sector increase: • the use of insulation and low e-glazing • focus on energy efficient products like, façade and roof systems, glazing, windows, boilers, ventilation systems, air condition systems, lightning • focus on thermal comfort in the building and thereby solar shading system, heating control systems, building automation, natural ventilation systems and daylight optimization • use of renewable heating systems like solar panels for hot water, CHP systems Therefore EuroACE welcomed the directive. We are looking forward to a strong and efficient implementation in the member states.

Energy efficiency in Existing Buildings Directive on Energy Performance in Buildings The directive require that the member states apply minimum energy efficiency standards to existing buildings (over 1000 m²) undergoing major renovations. EuroACE are looking forward to the implementation in the member states. We have the expatiation that some member states will not implemented this in a strong and efficient way, while others has strengthened the directive and reduced the 1000 m² to all buildings undergoing major renovations EuroACE are looking forward to discuss this part of the directive in the future, also regarding the Green Paper and future action plans. www.euroace.org

Energy saving in high rise buildings sector: EuroACE estimate that energy efficient renovating of the existing building stock could reduce the energy demand with 28%. 2 Binding vs indicative targets Energy efficient glazing: GEPVP estimate that a reduction of at least 140 million tons of CO2 could be achieved if all glazing in EU 25 was low e glazing Energy efficiency measures in buildings generally: Eurima estimate that increased energy efficiency in buildings could easily achieve the overall 8% reduction in CO emissions that the EU has pledged to deliver by 2010 Energy efficient shading of buildings: ESSO estimate that a reduction of at least 10 to 15 million tons of CO2 could be achieved if roller shutters were used for the improvement of thermal insulation in private houses in the EU. Renewable energy for heating and cooling of buildings: ESTIF estimate that consistently developing of this potential, this figure could rise to 680,000 GWh by the year 2040. This amount of energy equates to 6% of the EU’s current energy demand. www.euroace.org

Binding vs indicative targets The energy saving potentials are identified by the industry, they • are cost effective • reduce the demand for fossil energy • reduce the CO2 emissions Past experience shows that without an obligation to reach clearly set-out targets, member states have little incentive to adopt policy measures which are conducive to achieving the objectives set out in EU law. www.euroace.org
