Response to Instruction and Intervention in Pennsylvania
2. PaTTAN’s Mission The Pennsylvania Training and Technical Assistance Network is an initiative of the Pennsylvania Department of Education working in partnership with families and local education agencies to support programs and services to improve student learning and achievement
for all students.
3. What is Response to Instruction and Intervention (RtII) in PA? A comprehensive standards-aligned school reform strategy that enables early identification and intervention for students needing additional opportunities to learn high level content while providing benchmark students the opportunity to enrich and “grow” their skills and talents.
An alternate to the aptitude-achievement discrepancy model for the identification of students with learning disabilities.
4. The RtII Framework This is the infamous triangle and what is noteworthy about PA’s RtII framework is its connection to our Standards Aligned System (SAS). 6. RtII PennLink (9/1/09) Endorses RtII as the assessment and instructional framework to organize and implement PA’s SAS
Connects RtII with Pennsylvania’s School Improvement Process
Establishes a state-level RtII Team
Defines RtII implementation and reporting requirements: RtII School Survey 6 The connection between RtII and SAS was officially recognized and made explicit through a Penn Link that was released in September of 09 that outlined these highlights.
We covered the first bullet –
the second bullet says that RtII and School Improvement Planning are both processes concerned with data-based decision-making;
thirdly – we have a state level RtII team that will be comprised of representatives from each of the bureaus within PDE to align RtII and state level activities and
finally, that all schools implementing RtII are now required to complete a survey each year prior to October 1st and update their information by March 31st of each year.

7. From RtI to RtII: We gained an ‘I’ Instruction is the Key!
Promotes the provision of standards-aligned instruction for all students.
Promotes the importance of effective instruction in building a strong core (Tier 1).
Focuses Tier 2 and 3 implementation efforts on effective instructional practices.
Discourages teams in building Tiers 2 and 3 structures without a strong, standards aligned instructional core.
