  2. Communication and action plan in view of establishing a European Maritime Transport Space without barriers COM(2009) 10 final of 21 January 2009 • Extends the Common Market to sea transport • Requires a change in existing regulations • Will be supported by electronic data exchange systems

  3. Short term • Simplification of customs formalities • Guidelines for speeding-up checks relating to animal and plant products • Simplification and harmonisation of administrative formalities for vessels at EU ports

  4. Medium term • Vessels having a call in a third country • Deployment of e-maritime systems • Administrative single window • Intermodal carriage of dangerous goods

  5. Recommendations to Member States • Co-ordination of inspections in ports • Use of a second official administrative language • Granting pilot exemption certificates • Separation of areas in ports

Customs Regulation (EU) N° 177/2010 of 2 March 2010 amending the implementingprovisions of the Community Customs Code • Presumption that goods shipped between Community ports have a Community status • Goods are carried under cover of a single transport document drawn up in a Member State • Non-Community goods will be covered by a transit procedure

  9. Customs (followed) • An authorised shipping company can register a new regular shipping service (new or modified) • The information shall be accessible to all customs authorities operating in ports located in the customs territory of the Community • Shall apply from 1 January 2012

Veterinary checks General guidance procedures for checks on live animals and animal products arriving at EU points of entry • No mandatory checks on animal product of Community origin or fully cleared • Partly cleared products will be subject to manifest check • If possible by electronic means and single window • Issued on 4 November 2009
