What is an MPO? • A federally mandated, Policy Making,andPlanning body for a region. • Ensure federal spending on transportation occurs through a Comprehensive, cooperative, and continuing (3-C) process. • Usually “hosted” by another agency. Why an MPO? • To allocate scare transportation funding resources appropriately. • To reflect the region’s shared vision for its future. • Requires a comprehensive examination of the region’s future and investment alternatives. • MPO facilitates collaboration of governments,interested parties, and citizens. The Policy Committee “is”The MPO • Local Elected Officials: • Mayor and 2 Council members from City of Jonesboro. • County Judge and 1 member appointed by the Judge. • Mayors of cities of Brookland, Bono, and Bay. • State Agency Officials: 2 members from AHTD: (Chief Planning and Research Engineer, and District Engineer). • Public Transit Representative: Chairperson of JETS Board. Technical Advisory Committee • An advisory body to the MPO Policy Committee. • Oversees MPO technical work and develops recommendations on projects and programs for MPO consideration. • Three members from City of Jonesboro, two from Craighead county and one member each from Brookland, Bay and Bono. • Three members from AHTD and one from JETS. MPO Functions Five Core Functions: • Establish a fair and impartial regional setting. • Evaluate Transportation Alternatives. • Maintain a Metropolitan Transportation Plan (MTP). • Develop a Transportation Improvement Program (TIP). • Involve the public – residents and key affected sub-groups (PPP). MPO Products • Metropolitan Transportation Plan (MTP). • Unified Planning Work Program (UPWP). • Transportation Improvement Program (TIP). • Coordinated Public Transit – Human Services Transportation Plan (CTP- HSTP). • Public Participation Plan (PPP). • Intelligent Transportation System (ITS) Plan. • Various technical reports and studies. MPO Funding • 80% Federal from FHWA and FTA. • 20% Local shared proportionately on population basis by Jonesboro, Brookland, Bono, Bay, and Craighead County. • Year 2009 Budget is $176,000. • Jonesboro share is $28,000 (16% of the total).
