Charter • Annually review the UFLS Plan’s consistency with the requirements of PRC-006. • Annually review submitted UFLS program data. • Annually simulate the Plan’s design and implementation to ensure it meets performance objectives. • Annually report the findings of the data reviews and simulations to the JCG.

  3. Accomplishments To Date • PRC-006-WECC-CRT-1 became effective January 2013 • UFLS Entity data and dynamics file submissions were received and reviewed in 2013: • Submitted relay data was reasonably consistent with WECC Base Case data. • Load Shedding amounts closely follow Coordinated Plan requirements. • Simulations the Coordinated Plan under 14 island scenarios. • Compiled report for PCC approval. • Revised Attachment B for 2014 data and dynamics file requests.

Key Findings • Plan performed as designed for the following island scenarios: • WECC-WI Island (WI) • Canada Island (C) • North Island (N) • North Island without Alberta (NBF) • North Island without Canada (NWC) • AESO Island (A) • BC Hydro Island (BF) • South Island (S) • Imperial Valley Island (IV) • Mexico Comisión Federal de ElectricidadIsland (CF) • San Diego Island (SD) • San Diego Area Island with Mexico and Imperial Valley (SIC) • San Diego Area with Imperial Valley (SDI) • San Diego Area Island with Mexico (SDC)

  5. Key Findings • The Plan is adequate in its safety-net use. • As expected, the Plan was not adequate for island scenarios with import levels greater than design (25%). • September, 2011 outage. • Sensitivity analysis of variable generation levels found an impact to frequency recovery. • Some adjustments to the anti-stall load shed elements may be required in the future.

  6. Going Forward • Compile and vet 2014 data and dynamic file submissions. • Analyze plan effectiveness for 3 island scenarios: • WECC Island. • Northern Island. • Southern Island. • Monitor impact of variable generation levels. • Include Composite Load models. • Analyze potential impacts of IEEE 1547 compliant distributed generation. • Findings and recommendations by 2015 PCC summer meeting.
