  3. Rationale for Transfer Schools • In New York City, 70,000 students are overage and under-credited (20% of all high school enrollments). Being overage and under-credited is highly predictive of graduation from high school: • Only 19% of graduates were ever overage and under-credited. • 93% of dropouts were once overage and under-credited. Rationale for Transfer Schools • The overage, under-credited student population has significant academic deficiencies and few social supports. • Transfer Schools have demonstrated the most success with helping overage, under-credited students earn diplomas. New Visions Model • New Visions’ Transfer Schools enable overage, under-credited students to earn a high school diploma and be connected to post-secondary success – either college or a viable career. • New Visions’ Transfer Schools serve a high need group within the overage, under-credited population. New Visions serves students that: • Are 16-20 • Are significantly behind in credit accumulation, including students with 0-11 credits • Were previously enrolled in High School • Are committed to re-engaging in their educations

New Visions Model – Key Premises DOE School Leader And Staff Rigorous Instruction Community Based Partner And Staff Student Supports & Opportunities Transfer School Youth Development Principles New Visions for Public Schools • The New Visions Transfer School Model Rests the Following Key Premises: • Rigorous Instruction aligned with standards that prepares students for post-secondary success. • Comprehensive Student Supports and Opportunities that meet the needs of the overage / under-credited population effectively. • Youth Development Principles integrated into both Rigorous Instruction and Student Supports & Opportunities. • This Model is Realized Through: • A Strong Partnership between DOE School Leader and School Staff, the Community Based Partner, Leader and Staff, and New Visions for Public Schools.

  7. New Visions Model – Key Premises The integration of Youth Development Principles ensures that Rigorous Instruction and StudentSupports and Opportunities areAccessibleandEffective for students. The chart below provides examples of how this integration functions in practice: Youth Development Principles Supportive Relationships With Caring Adults Opportunities for Student Voice and Contribution Consistency and Transparency Clearly Stated Expectations Personalization Exemplary Practices Rigorous Instruction Differentiated Instruction to meet all students where they are. Articulated commitment to Regents diplomas for all students. Timely, honest, and “actionable” formal feedback from teachers provided on regular basis. Utilization of Workshop Model & other student- centered approaches. Course syllabi distributed to students at beginning of class. Student Supports And Opportunities Opportunities for students to have an internship in a field of interest. Presence of a student leadership group with access to school leaders/ decision making. Regular bi-weekly feedback to students and teachers through the use of bi-weekly assessments. Development of an Individual Graduation Plan shared with student. Advisory system that matches each young person with an adult advocate.

New Visions Model – Key Premises A Strong Partnership between DOE School Leader and Staff, the Community Based Partner, Leader and Staff, and New Visions for Public Schools, ensures that the Transfer School provides Rigorous Instruction, Comprehensive Student Supports and Opportunities, and Integrated Youth Development Principles to serve overage/ under-credited youth effectively. ROLE - CBO LEADER & STAFF * Expertise in student supports & opportunities *Work with DOE Staff to implement supports & opportunities to support students in & out of classroom. ROLE – DOE SCHOOL LEADER & STAFF * Instructional leadership *Delivery of rigorous instruction, which integrates Youth Development principles. COMMITMENTS * Collaboration on proposal creation, and school planning & implementation post approval. * Detailed MOUs that outline specific relationships * Shared Governance (CBO and DOE) * Alignment with New Visions Transfer School Model Transfer School ROLE – NVPS * Support via access to NV resources & professional development/ networks. * Primary liaison w/ DOE

New Visions Model – Core Commitments • The Integration of Youth Development Principles into Rigorous Instruction and Student Supports and Opportunitiesundergirds the New Visions Transfer School Model, and the Partnership between the School Leader and School Staff, the Lead Community Partner, and New Visionsfacilitates the model's implementation. • All New Visions Transfer Schools build off these foundational premises by adhering to the following CORE COMMITMENTS: * Please see the appendix for a breakdown of the critical practices associated with each core commitment.

School Creation - Stage 1 Design and Conceptualization Implementation & On- Going Support Pre- School Opening • STAGE 1- Design and Conceptualization: • A process which brings intermediary, school leader, and community partner together: • New Visions provides information on transfer school model to interested parties. • New Visions works with interested parties to determine if moving forward in creation process makes sense. • As needed, New Visions helps to match principals and CBOs that are mutually interesting in moving forward in the process together. • An executive summary endorsed by New Visions is submitted to the Department of Education. • New Visions works closely with planning team to provide continuous feedback and guidance on proposal writing process. • New Visions facilitates provision of professional development for planning team members as needed. • Application endorsed by New Visions is submitted to the Department of Education. • New Visions provides coaching in preparation for planning team interview, and a New Visions representative sits with planning team for interview. • Application approved by the Department of Education.

School Creation - Stage 2 Design and Conceptualization Implementation & On- Going Support Pre- School Opening STAGE 2 - Pre- School Opening: Support for school implementation from application approval through school opening: • Team leader and CBO partner meet weekly to create and implement plan for school opening. • Planning team participates in New School Intensive (run by the DOE). • New Visions provides support as needed and meets bi-monthly with planning team. • New Visions advocates on behalf of the school – e.g. in the areas of school siting, facilities issues, campus negotiations. • Planning team, with New Visions support, works on the operationalization of school – e.g. hiring of staff; curriculum development and instructional vision; creation of student support structures; recruitment and outreach to students; creation of shared governance and finalization of MOUs; documentation of school structures, policies and processes; resolution of operational issues (budget, facilities, IT etc.); planning of the Summer Professional Development Institute. • Planning Team participates in Office of Multiple Pathways to Graduation sponsored professional development. • New Visions Transfer School Unit facilitates the provision of additional professional development to planning team members as needed. • Three-week Summer Professional Development Institute trains DOE and CBO staff.

School Creation - Stage 3 Design and Conceptualization Implementation & On- Going Support Pre- School Opening STAGE 3 - Implementation & On Going Support: • New Visions provides ongoing support to school leadership and staff. • New Visions provides bi-annual school retreats. • New Visions provides access to New Visions’ organizational resources and programs. • New Visions provides assistance with data analysis and goal setting. • New Visions provides professional development networks. • New Visions provides opportunities for networking around relevant topics (e.g. differentiated instruction and integrating literacy across the curriculum). • School strives to achieve agreed upon instructional and student support goals. • School provides students support in reaching “real” college readiness. • School engages students in Learning to Work activities through school partnerships.

New Visions Supported Planning Team Phase 1B – Process Map for New York City Dept. of Education Approval Planning Team works with New Visions to write an executive summary of school proposal Is the executive summary approved?
