A CTP is a set of five maps (Adoption Sheet, Highway, Rail/Transit, Bicycle, and Pedestrian) and an accompanying document that outline the recommended transportation projects in this community for the next 20-30 years. This meeting is an opportunity for you to comment on the draft recommendations that have been developed. After the meeting, your comments will be used to refine the final recommendations that will be presented to the public on August 8. What is a CTP?

Freeways: high-speed, divided highways with full control of access (no freeways are recommended in Transylvania County) Expressways: high-speed, divided highways with partial control of access (some interchanges, some at-grade intersections - no signals permitted) Boulevards: moderate-speed, divided roadways with partial control of access (limitations on left turns and number of driveways - signals are permitted) Thoroughfares: all other roadways, including 2-lane highways, undivided 4-lane highways, and roads with center turn lanes (3-lane and 5-lane highways) Highway Type Definitions

Caldwell St. to 3-lanes) • From N. Caldwell St. to Allison Rd. - Boulevard Needs Improvement • From NC 280 to Glade Creek Rd. - Boulevard Needs Improvement • From Glade Creek Rd. to Henderson County Line - Major Thoroughfare Needs Improvement

  6. US 178 • South Carolina State Line to East Fork Rd. - Major Thoroughfare Needs Improvement • East Fork Rd. to Old Rosman Hwy. - Major Thoroughfare Recommended (NEW LOCATION)

  7. US 276 • South Carolina State Line to Island Ford Rd. - Major Thoroughfare Needs Improvement • Island Ford Rd. to Wilson Rd. - Boulevard Needs Improvement • Intersection improvement at Brevard Elementary School

  8. NC 215 • US 64 to Macedonia Church Rd. - Major Thoroughfare Recommended (NEW LOCATION)

  9. NC 280 • US 64 to Hudlin Gap Rd. - Boulevard Needs Improvement • Hudlin Gap Rd. to Henderson County Line - Expressway Needs Improvement

  10. NC 281 • US 64 to Kim Miller Rd. - Major Thoroughfare Needs Improvement • Shelton Rd. to Jackson County Line - Major Thoroughfare Needs Improvement

  11. Brevard West Loop • 2-lane Minor Thoroughfare, part on new location, part using Railroad Avenue, Cashiers Valley Road, and Nicholson Creek Road. Northern terminus at US 64/276 and Chestnut Street.

  12. Other Improvements • Ecusta Rd. realignment at Old Hendersonville Rd. to match Wilson Rd. • Macedonia Church Rd./Silversteen Rd. Improvements • Wilson Rd. Improvements • Island Ford Rd. Improvements • Brevard East Loop Improvements (includes realignment of Gallimore Rd. at Greenville Hwy. to match Parkview Dr.) • Old Hendersonville Rd. & Neely Rd. Intersection Improvements • Old Rosman Highway Improvements

Bypass Options • Our analysis indicates that by 2030, a Bypass facility around the City of Brevard will be necessary. • We have developed three options that address this need (with varying degrees of success): Option 1: Sylvan Valley Parkway Option 2: Wilson Rd. widening with extension to Glade Creek & Hudlin Gap, plus Southern Connector Option 3: Wilson Rd. & Ecusta Rd. widening, with Southern Connector and Pisgah Forest Loop

Option 1: Sylvan Valley Parkway • Route would be 2-lane Expressway (on 4-lane right of way) with limited access (grade separations and interchanges - no driveways or signals). • This is the best option in terms of accommodating through-traffic, and provides the best improvement in congestion and travel time. It is also forward-looking in that it can address traffic needs well beyond 2030. Carries 11,000-17,000 vehicles per day in 2030. • This route has been drawn to minimize floodplain impacts and loss of property as much as possible, but will still have impacts.

  15. Option 2 • 4-lane Boulevard using Wilson Rd., Old Hendersonville Rd., Hudlin Gap Rd., and portions on new location. 2-lane “Southern Connector” Minor Thoroughfare from US 276 south to US 64 west. • This option serves traffic to-and-from US 276 south well, but is not a good alternate to US 64 through Brevard. This option reduces congestion on US 64 in Downtown Brevard enough to be acceptable, but traffic on US 64 will still be congested (and higher than it is today). • This route has significant impacts on the floodplain and property, but obviously less impacts than a facility that is all on new location.

  16. Option 3 • 4-lane Boulevard using Wilson Rd. and Ecusta Rd. 2-lane “Southern Connector” Minor Thoroughfare from US 276 south to US 64 west. 4-lane Boulevard “Pisgah Forest Loop.” • This option has very similar results to Option 2 in terms of traffic movement. • This route has significant impacts on the floodplain and property, but less impacts than the other 2 options, due to less facility on new location.

  17. Other Modes • Proposed improvements for the other modes of transportation (transit, rail, bicycle, and pedestrian) are listed on the second handout.
