The Water Quality Challenge 2 • About Volusia County Utilities • 7 Service areas • 9 Water treatment plants (WTPs) • 7 Wastewater treatment facilities (WWTFs) • 16,000 Service Connections • Approx. Population Served: 40,000 • (Core) Mission • Safe drinking water • Reliable supply • Environmental stewardship • Operational & financial resiliency • Dependable and affordable service • “Set the table” for growth & development • External Factors and Considerations • Population growth --> Increased demand • Nutrient impairment – Nitrogen & Phosphorus • Volusia Blue • Gemini Springs • DeLeon Spring • Mosquito Lagoon (Northern IRL) Outstanding Florida Springs • Utilities Mission • Public Health & Safety Policy Driven (Federal Safe Drinking Water Act & Clean Water Act) • Aging Water and Wastewater Treatment Facilities and Underground Infrastructure • Regional (Local) • New requirements for improving impaired waterbodies (Nitrates, Phosphorus, Septic Tanks) • New requirements for drinking water supply planning (Groundwater, Alternative Water, Conservation) • Establishes requirements of protection of Outstanding Florida Springs • External • Unfunded Regulatory Mandates/Costly Expenditures • Advanced Wastewater Treatment and Disposal (Blue Spring, Gemini Springs, Mosquito/Indian River Lagoon) • West Volusia Alternative Water & Supply Sources (Blue Spring Minimum Flows and Levels) • Disinfectant by-products impacting Water Plant Treatment Processes and Consecutive Water Systems
The Water Quality Challenge 3 • Demographics & Conditions • 5 cities & unincorporated area • Approx. Population: 180,000 • 5 Municipal WWTFs (3 County) • Over 50,000 septic tanks • Volusia Blue (TMDL & MFL) • Gemini Springs (TMDL)
The Water Quality Challenge 4 Estimated (Nitrogen) Loading to Groundwater* Volusia Blue Spring Gemini Springs Wastewater Facilities 12% (Part of the Problem) * Source: Department of Environmental Protection Basin Management Action Plans: Volusia Blue and Gemini Springs (2018)
Taking Action 5 • Becoming Part of the Solution • 1. Assess Existing Facilities • - Plan for advanced treatment • - Increase treatment capacity • - Efficiency & cost effectiveness • 2. Develop Partnerships • - DEP (Springs Protection) • - SJRWMD (Water Supply) • - Orange City (Wholesale Customer) • - City of DeBary (Retail Customers) • 3. Think Win/Win • - Find the Common Goals No one can do it all, But everyone can do something
Taking Action 6 Southwest Regional Water Reclamation Facility Advanced Wastewater Treatment and Expansion The “Cornerstone” Project Est. annual nutrient reduction - Nitrogen 27,000 lbs. - Phosphorus 14,000 lbs. Adds reclaimed supply - 220,000 gal/day Increases treatment capacity by 1 million gallons/day Promotes continued regional growth and development Achieves Multiple Bottom Lines 2018 Top Project
Leveraging Grants & Partnerships 7 Accomplishments to Date Decommissioned Four Towns WWTF & increased reclaimed supply Completed Southwest Regional WRF advanced wastewater treatment & expansion (to 2.7 MGD) Completed wastewater master planning w/ Orange City for redevelopment of CRA and new commercial growth Assisted in water quality infrastructure grant program for business in rural areas Water quality grants and partnerships : $7.65 million • In the Works • Commence wastewater feasibility analyses for Gemini & DeLeon Springs Septic tank remediation (DEP & DeBary) • Design & construct wastewater force main extension decommission Del North WWTF (DEP Springs Protection) • Initiate wastewater feasibility study for Volusia Blue (DEP & 5 cities) • Evaluate constructed wetland/aquifer recharge facility benefiting Volusia Blue (DEP & SJRWMD) • Initiate design for expansion of Southwest Regional WRF to 5 MGD “When everyone is working together, success takes care of itself “ - Henry Ford
