Erosion & Sediment Control Plan(ESCP) Jim Amundsen, P.E. ESCP Committee Chair
ESCP – Why? Required by Statute • ISTEA Section 1057 • TEA 21 reauthorized ISTEA Section 1057 • Alaska Administrative code 18 Required by our own regulations • AASHTO Highway Drainage • Preconstruction Manual (Hwy 1120.7 & Avn 620.1) • Drainage Manual Ch. 16 Enforced by EPA NPDES • Individual liability for violations possible!
ESCP – Where? Include in Spec’s & Plans and specs • Get new special Spec. Sect. 641 Hwy • Get new special Spec. Sect. 157 Avn Plan sheets should show: • Pre-construction drainage & contours • Drainage patterns, contours & BMP’s by Phase • Final Plan drainage patterns, contours and permanent BMP’s
ESCP vs SWPPP • ESCP is basis for Contractor to bid SWPPP • ESCP should include EVERYTHING listed in 1120.7 and Chapter 16 • ESCP should be the basis of the Contractor’s SWPPP plan • Plan sheets should show preconstruction, during by phase, and after construction
ESCP – Help? • Preconstruction Manual 1120.7 (1/1/05) • Drainage Manual Chapter 16 (6/1/04) • Interim Developing your Stormwater Pollution Prevention Plan (EPA Jan. 07) • Typicals of Best Management Practices, Central Region – Copies available • Central Region ESCP Checklist coming soon • Alaska SWPPP Guide – Update coming
