The Establishment of the College and Its Present Status • Ethiopian Police University College/EPUC/, which was previously named ABADINA Police College, was founded in 1947 in response to: • an increase in the number of police stations, • modernization and development and • sophistication of crimes • That was when Ethiopia freed itself from Italian invasion and was influenced by British ideology.
Cont…. • At that time the College was accountable directly to the Interior Minister. • Swedish higher officials were running all the administrative and academic staff of the College until Ethiopians took over in 1958 • Since its establishment, the college has been situated in four different buildings from 1957 – 1975 • It its current permanent seat at Sendafa town since 1975 • The College’s first name, Abadina Police College, was changed to Ethiopian Police College in 1975.
Internal and external Relation • Since its establishment EPUC have had strong relations with various countries and different institutions within the country. • With regard to relations with institutions in the country, • Addis Ababa University has assigned instructors so as to teach at EPUC. • Addis Ababa University admitted graduates of EPUC as second year students and many officers have got opportunity to learn. • Previously the officers’ graduation ceremonies were held at the Emperor’s l Palace. • Students of EPUC were allowed to attend trials in court. • EPUC has a strong relations with Air Force, Genet and Harer Military Schools, and Ministry of Education. • Presently, it has strong relations with Civil service College, Addis Ababa University and University of Defense Force
Cont… • Concerning the relations of EPUC and foreign countries, • Swedish government has supported EPUC for long. • From 1959-1971EC Israelites and Americans taught in EPUC. • German and England also supported EPUC in different aspects. • Due to the governing ideology of the day, from 1975 to1991 EPUC has had strong relations with Russia, East Germany, Yugoslavia, India, and Sweden. • Since 1991EC, EPUC has built strong relations with England, Egypt, Korea, Germany, America, India, Sudan, Botswana, Turkey and South Africa.
The Previous Education Programs of EPUC • EPUC has graduated students in certificate, diploma and first degree programs: • Diploma in Policing • Degree in Policing and Law • Degree in Policing and Public Service Management
Phase in Programs in Accordance with the New Education and Training Policy • The college has scaled up its level to a university college in 2007. Accordingly EPUC comprises 1college and 3 institutes. Crime Investigation and Forensic Science Institute • Providing different short term training on: • Tactical investigation • Forensic evidence collection and handling • Will Commence Degree Program in Crime Investigation • Planned to launch 2nd Degree in Crime Investigation in 2-3 years
Programs in Medical Institute • Diploma in: • Generic Clinical Nursing • Environmental Health • The institute will launch Degree program in next year: • Health Officer • Nursing
Functions of Police Research Institute • Supporting the teaching –learning activities of EPUC through research • Undertake research on problems pertinent to the Police system • Follow up and design strategies for organizational transformation • Organize workshops, seminars • Undertake standardization studies • Provide consultancy services
Staff capacity • Currently, EPUC has 333 employees: • 192 police members • 101 civil workers • 40 temporary workers • From all the employees, 41 are instructors: • 20 second degree holders • 17 first degree holders • 4 diploma holder • There are also instructors who are pursuing education at second degree and PhD level.
The Capacity of EPUC • Since 1967EC, the enrolment capacity ofEPUC has been 150 cadet officers in three programs, 50 in each. • Presently, the University College has • classrooms and dormitories for 800 students, • 3 apartment buildings which can serve as residence for 57 instructors • library that can accommodate 300 students at once with more than 10000 books and • 1 mini-garage, 1 clinic, 2 halls,

Community Policing Officers • Community policing officers training, which is overseen by EPUC, is being delivered in six centers for students having diploma and above.
The Relations between EPUC and Regional Training Institutions • Building the capacity of regional training centers, • Enabling the training centers to train in certificate and diploma programs, • Providing consultancy service for training centers regarding curriculum development, • Providing teaching materials for regional training centers, and • Helping the training centers so as to make the training effective.
