  3. Program Update (1) • Ontario Electronic Stewardship (OES) • not-for-profit • Industry Funding Organization (IFO) for Waste Electrical & Electronic Equipment (WEEE) • Plan for Phase 1 WEEE approved by Waste Diversion Ontario (WDO) • submitted to Minister March 31, 2008 • approved July 10, 2008

  4. Program Update (2) • Program commences April 1, 2009 • Phase 2 WEEE plan development in progress • due July 10, 2009 • CSR’s role • contracted by OES as program manager • SGS Systems & Services Certification • auditing body contracted by OES to provide processor audit services

  5. Obligated Products (1) • Phase 1 “designated” WEEE • televisions • computer monitors • desktop, laptop & notebook computers including CPUs • computer printers & fax machines • computer peripherals such as keyboards, mice etc. Does not include external speakers

  6. Obligated Products (2) • Phase 2 designated WEEE • photocopiers • PDA, handheld computers • telephones, cell phones, modems • audio playback & recording systems • tape, disk & digital • video playback & recording systems • tape, disk & digital • cameras • tape, disk & digital

Program Incentives • Encourage participation of stewards, retailers, municipalities, collectors, reusers & refurbishers, end-of-life (EOL) processors • Collection incentive • $165 for public access to collect, sort & prepare for transport • Transport incentive • cost of all transport legs covered • EOL processing • processing cost covered

  8. Collection Requirements (1) • Provide high-quality, reliable service • Ensure Occupational Health & Safety (OHS) of staff handling WEEE priority • Comply with environmental performance requirements WEEE generators see collectors as unofficial representatives of OES

Collection Requirements (2) • WEEE segregated & managed in 3 categories • desktop & portable computers • display devices (monitors & televisions) • printing devices & peripherals • Pallets for desktop & portable computers, display devices • Gaylords or bulk bags for printers & peripherals • municipal exception: gaylords allowed for all

  10. Collection Requirements (3) • Collector to report number of full pallets, bags & gaylords & unit counts • excluding printers & peripherals • Assess allowable contamination in year 1 to set reasonable standard • Security measures to be set–no scavenging

Collection Registration • Voluntary process for registration & application • available online now • Prospective collection agents must register & complete application requirements • Applications forwarded to OES for review & consideration • verified by OES Staff when completed • all required documentation uploaded to OES

Registration Requirements • Single access to online system • https://mtsreg.oesdatasystem.ca/login.aspx • Registration required for: • primary EOL WEEE recyclers • reuse/refurbishers under program • transportation & consolidation operators • collection site operators & sites • stewards of WEEE

  14. Application Sections • Basic registration includes • declaration of services provided by applicant (or “to be” provided) • Collection • specify all WEEE or subset of WEEE • primary & billing contact details • facility location(s) details
