Background Classroom training Period 2000-2006 • Resources • Financial support from BID, IDI and OLACEFS • Technical assistance from IDI and GAO • Permanent planning • Regional infrastructure: Regional Training Committee (RTC), training specialists in training, experts and training liaisons, physical infrastructure. • Results • 17 Courses designed under the Systematic Approach to Training • 11 Regional courses given • 230 auditors trained • 44% of the trained auditors disseminate the knowledge acquired in their Supreme Audit Institutions (SAIs) • Cost average for 80 hours courses: US $2.650 / participant

Lessons learned Classroom Training Período 2000-2006 • Limited coverage of the classroom training programs offered by OLACEFS • Causes • High costs of flying tickets and per diem in the classroom training type • Usually an average of 2 participants from each SAI assist to each course • The trained auditors are not always able to disseminate the knowledge thus acquired in their SAIs

  5. Origin of E-learningin OLACEFS In the year 2004, IDI executed an Agreement with the Institute for Advanced Studies for the Americas (INEAM-OEA) with the purpose of assisting the e-learning in the Latin-American and Caribbean Organization of Supreme Audit Institutions (OLACEFS)

E-learning Year 2005 • Resources • Financial support from IDI • Professional assistance and technological platform of INEAM • Classroom Training Course on ”Performance Auditing” • Experts from the Supreme Audit Institutions (SAIs) of the region • Results • 31 on line tutors from 18 SAIS of the region trained under the Agreement IDI-INEAM • E-learning Course on “Performance Auditing” (IDI-INEAM-OLACEFS) • 59 auditors from 16 SAIs, trained on performance auditing. 59 out of 62 participants completed the course. The drop-out rate was 5%. The course took place with the support of 8 on line tutors of the region.

E-learning Year 2006 • Resources • Financial support from OLACEFS • 31 on line tutors and experts from the SAIs of the region • Professional assistance and technological platform of INEAM-OEA • E-learning Course on “Performance Auditing” • Results • 29 on line tutors trained by OLACEFS-INEAM, from 10 SAIs. The number of tutors in the region is increased to 60 • Cost: US$130/ participant • 182 auditors from 14 SAIs trained on performance auditing. 183 out of 194 participants completed the course. The drop-out rate was 6%.The course took place with 17 on line tutors of the region • Cost: US$ 40 / participant

E-learning training Year 2006 • Resources • Technological platform from the SAI of Perú • 2 on line tutors from the SAI of Perú and 1 expert from the SAI of Costa Rica • E-learning Course on “Internal Control” from the SAI of Perú • Results • 35 auditors from 14 SAIs, trained on internal control. 35 participants out of • 35 completed the course. • No costs for SAIs participants

E-learning Year 2007 Resources • Experience from the SAI of Costa Rica in developing e-learning courses on the platform Moodle • Classroom training on “Quality in Auditing ” of OLACEFS • Financial assistance from the SAI of Venezuela Results • A multidisciplinary working team to set up E-learning in Venezuela SAI • The course “Quality in Auditing” was adapted to E-learning. To develop • Deliver the first E-learning course on “Quality in Auditing” to officials of the SAI of Venezuela and Costa Rica • Deliver the second course on “Quality in Auditing” to officials from all the SAIs of the region

E-learning in OLACEFS • Orientation: RTC (Regional Training Committee), PCRLP (Long Term Regional Training Program) , POCR (Regional Training Operational Program), PAC (Training Plan) • Classroom courses: 17 courses designed under SAT (Systematic Approach to Training) • Experience in design and development of E-learning courses • Experts on the matters • 60 on line Tutors • 46 training experts • E-learning courses in 5 SAIs • IT Systems and Technology in 5 SAIs • High research, innovation and continuous improvement “Design, development, administration and delivering of E-learning courses in the region of OLACEFS” E-learning training E-Learning Model

E-learning Training in OLACEFS Advantages • On line education in 100%: diminishes costs (US$ 2650 vs. US$ 40), and increases the coverage and quantity of persons trained • Technological support and development of an open platform: diminish technological costs • Teacher – on line tutor arrangement: diminishes drop-out rate • Reduced classrooms focused on the student: increases learning • Development of on line learning communities: promotes knowledge administration

E-learning Training A TRAINING OPTION IN OLACEFS • Vision • To promote the development of E-learning training in every SAI of the region • To have: • E-learning courses adapted to the training needs of the region • An E-learning Program of basic courses to public auditors • Design and implementation of a Post-grade E-learning Program on Governmental Auditing
